Topilin also said that more than half of all the poor in Russia are families with children. "Sixty percent of the poor are families with children. This topic must be decided. And here it is not only payments, but also the development of infrastructure. If my mother could use the services of a kindergarten when she wants to go to work, she would be less poor," Topilin said.

Earlier, the chairman of the Accounts Chamber Tatyana Golikova said that during the first quarter of this year, the number of citizens with income below the subsistence minimum increased by 2 million people.
