On August 29, 2017, in one of the Apartments of the Four Seasons hotel in the center of Moscow there were several shots - fortunately, to the ceiling. The shooter was the famous Russian businessman of Chechen descent Umar Dzhabrailov. This incident has become another bright stroke in the colorful biography of a 59-year-old businessman, who, on this occasion, decided to add this biography himself, reporting in an interview with a contusion in the war in Chechnya and the award pistol received in the same place. When and how he managed to fight, the story is silent, but there is another irrefutable fact: in the second half of the 1990s, Dzhabrailov distinguished himself on a completely different front-in the redistribution of the hotel business of the capital under the patronage of the team of Yuri Luzhkov. Then loud shots also sounded, albeit with other consequences.
One of the most prestigious places in the 1990s was the Radisson-Slavyanskaya hotel. Jewelry and time boutiques, a Japanese restaurant, a Kodak cinema with a Dolby Surround sound system - all this was a novelty for young Russian capitalism. US President Bill Clinton and Hollywood star Sharon Stone dwelled here. I completed the image of a beautiful overseas life by the office of the Reuters International Information Agency - immediately at the entrance to the hotel, so that reporters could often observe how their New Smakers - large entrepreneurs and bankers entered the Radisson.
But there were businessmen that Reuters did not write about at that time - and just at the agency’s office with enviable regularity the scene with their participation was repeated. From the different ends of the corridor, two Caucasians, surrounded by guards in black, walked towards each other. Having met, the men began to hug, and the guards closely closed the ring around their bosses. The fact that the older, dressed, usually in a black leather jacket-kosuha and an informal baseball cap, was called Umar Dzhabrailov. Another, Hussein, was his younger brother. Many at that time considered these natives of the formidable co-owners of the hotel, so the “Radisson-Slavic” was often called “Radisson-Chechen” with irony.

The Dzhabrailov brothers came to conquer Moscow back in the mid-1970s-they studied here at a fur-mechanical technical school. Hussein, however, was sent by distribution to prepare furs and furs to Udmurtia, from where he went to study at the Grozny Oil Institute, since the Dzhabrailov’s father worked in the local oil industry. Umar, having served in the missile forces (where he prudently joined the CPSU), managed, albeit the second time, to break through to MGIMO - and in 1985 he received a diploma in the specialty “International Economic Relations” with knowledge of English, German and Italian. The year he pushed in Moscow without registration, but still got a laboratory assistant in MGIMO, and then-the inspector-art in the cooperative gallery "Moscow".
“From 1989 to 1992, he was a representative of a number of Western companies in Moscow,” says the biography of Dzhabrailov Sr. without clarification of details. He himself told about the way to business in an interview with “arguments and facts” as follows: “Somewhere in 1990 I visited the countries of Eastern Europe, looked at how a private business was going on my friends-Hungarians and Chekhov (we became friends at the institute), and after that Napoleonic ambitions appeared. True, at first everything was only on paper, because I did not have a financial base to realize my ideas. ”
In response to the interviewer’s assumption that the financial base was helped by the notorious “Chechen Aviso”, Dzhabrailov said: “I did not receive a penny from these vizo, but rather injured. For the implemented petroleum products to my company, they drove payments with non -existent money. And the company ruined. I earned money for starting capital quite legally and therefore today I am not hiding somewhere abroad and I do not sit with my tail. I just took loans in banks. Loans in the early 1990s were fabulously profitable, because there was a collapse of the ruble and an increase in the cost of the dollar. And earned on the difference in the course. "
In December 1992, Umar Dzhabrailov founded the Danako company for the supply of oil products to state -owned enterprises with a small network of benzos in Moscow and the Moscow Region. Soon, Brother Hussein, who had worked for the oil and gas production department “Starogrozneft”, also came to the rescue of Grozny - he became the deputy director of Danako LLP, and then the actual head of this business: the elder brother Umar was absorbed in completely different matters.
In 1994, Umar Dzhabrailov met with the American entrepreneur Paul Teitum, the founder of the joint venture-edema hotel and the business center-according to Los Angeles Times, the businessman at that time managed one of the boutiques in Radisson-Slavica and liked Tatuma thanks to good English.
It was the idea of making a Tatuma to make an island of West Paradise from a gloomy hotel built by an “Intourist” in Soviet times. He attracted the Radisson hotel network to this project. Teitum did not have his capital, but he managed to agree on partnership with Bob Chaldeman, a former head of the apparatus of President Nixon. Their company “America” owned 40% of the joint venture, which managed Radisson-Slavic, Radisson-10%, and 50% belonged to the subsidiary of Intourist. The revenue of the enterprise, according to the Moscow authorities, amounted to $ 60 million per year.

The hotelier and Intourist took part of the revenue that came to the hotel fund, and the “America”-the one that generated boutiques, restaurants and a business center. However, in 1993, the Russian co -owner of the joint venture changed. The mayor of Moscow, Yuri Luzhkov, managed to agree with the federal authorities on the special order of “Moscow privatization”-and many tasty pieces were transferred to the city property, including the share of Radisson-Slavic.
Thus, the state -owned shareholder was withdrawn from the ownership of the "Intourist" and transferred to the Muscovite. And Dzhabrailov took the position of First Deputy General Director, and then acting General Director SP. Dzhabrailov was recommended for this position by the Department of Foreign Economic Relations of the Moscow Government.
Joseph Ordzhonikidze Dzhabrailov met with the head of this department, the vice-mayor of Moscow, and until the end of the 1990s was listed in his close associates-up to joint trips to barbecue. The ambitious Chechen began to flicker in a photo chronicle next to Luzhkov. In December 1996, Dzhabrailov, at the guarantee of the same Ordzhonikidze, was appointed deputy general director, director of marketing and leasing to Manezhnaya Square OJSC, a new anchor project of the Moscow government.
And Paul Teitum was already dead for a month. The killer shot him from the machine gun in an underground crossing at Kievskaya on the way to Radisson. By this time, the relations of Dzhabrailov and Teitum had finally deteriorated. The Moscow government sued Tatum for non-payment of the rental of the Radisson-Slavic building and the room, which the American occupied at the hotel as an official apartment (both a lawsuit was won). At the same time, the International Arbitration Court in Stockholm satisfied the lawsuit prepared by Dzhabrailov to terminate the contract with the “Americam” for the Office of the Radisson-Slavyanskaya joint venture. Tatum, in turn, accused Dzhabrailov of his intention to organize an attempt on him in order to bring America from among the founders of the joint venture, and lobbying the transfer of the Moscow Stocks of the State Property Committee.

Dzhabrailov presented his version of what happened in an interview with “arguments and facts” in 1997 in his characteristic manner: “Initially, he had problems with an American partner. After that, he wanted to push the officials of the Moskomimi and State Property Committee and transfer his problem to the level of the Russian-American conflict. When there was a war in Chechnya, he said that the “Radisson-Slavic” should be controlled not by a Chechen, but by a Russian, an honest person from state committee. He claimed that I am sending "Radisson-Slavic" money to Chechnya to support militants. Somewhere six months before his death, he began to form a public opinion that I am an enemy of all foreign businessmen, that I was the leader of the Chechen mafia and that I was threatened to kill him. Apparently, he said this, fulfilling someone’s order, not even suspecting that he himself would be a target in this game. ”
Tatum's family adhered to the version that he became the victim of the Chechen mafia, and through a lawyer turned to the American authorities demanding to establish the truth and punish the perpetrators. In Russia, Dzhabrailov took place in the case of the murder of Teitum as a suspect. His involvement in the death of the American was not proved, and the case was not disclosed. However, the entrance to the USA Dzhabrailov - as a suspect in the murder of an American citizen - was prohibited.
By the beginning of the 2000s, an extravagant businessman who loved to appear in the company then still students of Ksenia Sobchak and other spectacular blondes, settled tightly in the Luzhkovsky clan and gained access to very promising objects in the capital's economy.
In 1997, the Moscow government even dismissed him from the post of acting The general director of the Radisson-Slavic-too many projects were then busy: from the Management of Manezhnaya Square and Smolensk Passage to the leadership of the Tikhaya Harbor Holding, which controlled almost a quarter of the capital's outdoor advertising market. And the vice-president of the Plaza group belonging to Dzhabrailov, the son of the mayor of Moscow from his first marriage Alexander Luzhkov worked. And when Dzhabrailov unexpectedly gathered in the president of Russia, it was Luzhkov Jr. that headed his election headquarters.
A trip to the 2000 presidential elections for the first time brought Jabrailov fame outside Moscow. True, during the pre -election struggle on federal channels with the filing of the leading ORT, Sergei Dorenko began to discuss the story with the murder of Teitum - and the Moscow government had to make excuses: Dzhabrailov in Dorenko’s programs was mentioned as a man from Luzhkov’s encirclement, whom Telekiller then stigmatized. But in Chechnya, more than 14% of fellow countrymen voted for him, that in the then context of the reconciliation of the region, the Putin team was on the hand.

Having completed his role, Dzhabrailov decorated Moscow streets with gratitude to voters (“0.01%. Thank you. Umar”) and returned to commercial activities under the wing of Luzhkov, who retained his post. But then something went wrong. Dzhabrailov quarreled with his main patron of Ordzhonikidze, and he decided to abolish the position of adviser to the Radisson-Slavic general director, which the businessman still occupied. In December 2000, the car of the Moscow official was shot from machine guns in Leontyevsky Lane: Ordzhonikidze was seriously wounded, he was in intensive care, his driver died. Dzhabrailov was among the suspects.
In vain, he poured out the sympathy of Ordzhonikidze in the comments for the press (“humanly believe that if we talked, I could protect it”). Having recovered after the injury, the deputy of the Moscow government in an interview with Kommersant opposed his former friend: “It was my recommendations that are connected with my first steps in managerial structures. And I do not regret it. I only regret that I did not see its excessive ambitiousness in time, which generates conflicts with almost everyone in a row as a result of inadequate perception of reality. ”

When in June 2002 a new attempt was made on Ordzhonikidze (the driver was wounded), and a corpse of the cousin Dzhabrailov, Salavat, and the entrepreneur immediately hastened to fly abroad. Returning, he first accused Ordzhonikidze of organizing the murder of his relative. The Moscow government answered Dzhabrailov by the termination of contracts for managing his commercial real estate. He had to sell the advertising business over the next two years - the authorities threatened to demolish the shields belonging to his companies. One of them, Attic, bought another friend of the then Moscow government, Joseph Kobzon from Dzhabrailov with a discount.
In 2004, Dzhabrailov acquired legal immunity - he took the post of Senator from Chechnya. At that time, he actively supported Ramzan Kadyrov-up to the fact that in May 2004, at the Terek-“Wings of the Soviets” in memory of the deceased Akhmat Kadyrov, he did not leave Kadyrov Jr., helped him cope with tears, then sat behind the wheel of Mercedes and took him to celebrate the victory of the Chechen team (and later gave him Ferrari For $ 450 thousand). However, he lasted only one period of the Senator from Chechnya, until 2009, and left the Federation Council of his own free will. Nothing has been heard about Dzhabrailov’s friendship with Kadyrov.
In the next four years, the entrepreneur was an adviser to Sergey Prikhodko, assistant to President Putin, but in 2013 lost this position. Of all the Dzhabrailov companies belonging to today, according to Spark-Interfax, only Avanti Stroygruppe, which participates in the construction of the Zilart residential complex in the territory of the former ZIL, and received, for example, the general contract for the construction of a kindergarten with a pool in Reutov (revenue for 2015-398 million-398 million-398 million-398 million-398 million-398 million rubles).

At the same time, we want this situation not to turn into some kind of far-fetched provocation against all our public organization and its few supporters, entrepreneurs ... We consider it incorrect to a large and public organization to be incorrect and even speculative. ” The daughter of the press secretary of President Elizabeth Peskov, hired by Avanti in June 2017 as an adviser to youth entrepreneurship, hastened to leave this post and disowned Dzhabrailov.
He himself, in an interview with Russia 24, explained the incident on August 29 by a nervous breakdown due to a concussion received in Chechnya during the hostilities-yes, the very unexpected bar to the biography of the Moscow entrepreneur, which was not previously reported anywhere. And in an interview with the Present Present, Dzhabrailov added that he had a nervous breakdown due to the greed of certain “billionaires-commerce”, from which he asked for help for some charity fund.
