The deputy chairman of the Board of Gazprom became a partner of the participants of Moscow improvement

The deputy chairman of the Gazprom’s board Andrei Kruglov became the owner of companies that engage in Moscow real estate and are associated with the financial and industrial corporation “Garant-Invest” Alexei Panfilov.

In early 2017, Kruglov received a share (20%) in “Hey. Pi. Trust KO ”, and in the summer half of the Proletarsky-B company. The first provides services to enterprises of the construction complex in the field of audit, accounting and taxation, it is said on its website.

Both companies are associated with the “guarantor-invest”, which has several shopping and business centers in Moscow-TDK “Tula” on the Serpukhovskaya Zastava Square, the Airport Gallery at the metro station, the Kolomensky, Moskvorechye shopping centers, Retail Park and Prague Grad. The group also includes the Garant-Invest bank. Alexei Panfilov and his father Yuri are also co -owners “Hey. Pi. Trust KO ".

The minority co-owners of the bank and the “guarantor-invest”-Irina Biryukova and Ekaterina Biryukova. The first is called the daughter of the deputy mayor of Moscow on the housing and communal services of Peter Biryukov. Among the minority shareholders of the bank is also the former business manager of the Moscow City Hall Viktor Korobchenko.

Before Kruglov received 20% in “Hey. Pi. Trust KO ”, this company had shares in firms owning TDK“ Tula ”, as well as the“ My Store ”retail chain and other“ guarantor-invest ”assets. Cyprus Vetturex, along with Kruglov owning (25.9%) “Hey. Pi. Trust KO ”also has a share in the structure of“ guarantor invest ”engaged in commercial real estate. And in the Garant-Invest Corporation itself, where the Biryukovs were the minority owners.

The published biographies of Alexei Panfilov say that he, on a voluntary basis, was an adviser to the deputy mayor of Moscow Biryukov.

Relatives of Biryukov can be associated with contractors who are engaged in the reconstruction of Moscow, as reported by RBC. Biryukov is responsible for a complex of urban economy, which fulfills a plan for improvement of Moscow streets. RBC found that the daughter of Biryukova-Irina and Ekaterina Biryukova-the owners of 8.5% of the Defender-Invest company, were also listed as co-owners of Vena, which leased trucks subordinate to to Biryukov to city enterprises.

Biryukov himself told Vedomosti that the surname is very common and that he never speaks his family about business.

The New Gazeta found that Irina and Ekaterina Biryukov in the past owned (each 15%each) Stroybusiness Holding, which owned the Gazprom contractor, the Ugreshsky pipeline reinforcement plant. For three years, he received 1.75 billion rubles from Gazprom structures.

The Ugreshsky plant also supplied its products to Mosgaz and Mosvodokanal, whose councils included Biryukov. Since 2015, the plant has concluded contracts with them for 617.7 million rubles.

In Gazprom, Garant-Invest and the Moscow City Hall have not yet commented on the situation.
