Human rights activists from the Zone of Law for five days of the federal “hot line” accepted 50 complaints from 20 regions of Russia about coercive school settings for the needs of educational institutions. In particular, the leadership of schools requires students' parents for textbooks, workbooks, protection and cleaning of the premises.

In Rostov-on-Don, the administration of an educational institution plans to buy a turnstile for 475 thousand rubles and oblige parents to pay 300 rubles for 6 years in terms of payment of a loan. In Buryatia, parents are forced to independently purchase workbooks. In this case, in the event of their absence, teachers threaten students to put "deuce" to schoolchildren. In the Kuban from their parents they collected 1000 rubles for decorating the school for the day of knowledge and for decorating the school for the New Year on September 1.

In Transbaikalia, textbooks are issued for schoolchildren for free, but money is levied for their use: for the old one - 5 rubles, for a new one - 10 rubles per child.

Human rights activists emphasize that in accordance with federal law, all cash contributions can only be voluntary. The Hot Line will continue its work until September 15. The received information in a generalized form will be sent to the Prosecutor General for conducting inspections in educational institutions, human rights activists assured.

These are far from the first cases when in Russian schools of students and their parents to force the costs of the necessary for the educational process. On July 31, Russian President Vladimir Putin at a meeting with the head of Kalmykia Alexei Orlov asked him to personally deal with cases when, in some schools in the republic, students were obliged to buy desks.

Complaints about the requirements of the Kalmykia schools, so that parents buy furniture, sound in preparation for the 15th direct line with the president, held on June 15, 2017. These questions were not asked on the line itself. Putin got acquainted with them after, preparing for a meeting with the head of Kalmykia.

"Parents are asked to buy a desk for a child, collect money for food. Listen when they forced to buy textbooks - this is already a violation of the law, but buying a desk is generally something new, I, frankly, have never even seen or heard this!" - Putin was indignant in an interview with Orlov.

The president instructed the governor to find out in which educational institutions of the republic such requirements appeared. “See, I personally do it myself and I ask you to do this,” Putin admonished. The Kalmyk leader promised to figure out this issue "immediately, leaving the office of" the president.

Later, the Investigative Committee of the Russian Federation announced that on the fact of the enforcement collection of funds from the parents of students of Kalmyk schools for the purchase of furniture for the needs of the educational institution, a criminal case was instituted to abuse the authorities of MBOU "Secondary School N12", the Department of Education of Elista and the Ministry of Education and Science of Kalmykia.
