Human rights activist Tatyana Kotlyar was found guilty of fictitious registration of refugees

The magistrate of precinct No. 16 of Obninsk (Kaluga region) found human rights activist Tatyana Kotlyar guilty of 167 counts of fictitious registration of foreign citizens in an apartment (Article 322.3 of the Criminal Code). The Joint Public Observation Group (OGON) writes about this on Twitter. The court fined Kotlyar 150,000 rubles and immediately released her from execution of the sentence due to the expiration of her criminal liability.

According to OGON observers, the court did not allow video recording during the trial, “since video recording may violate the rights of the participants in the meeting, as well as third parties.”

A case was opened against Kotlyar due to the fact that she registered 167 people in her apartment, the vast majority of whom were refugees from the Lugansk and Donetsk regions of Ukraine. This was done free of charge and only to help people obtain citizenship of the Russian Federation - in order to apply for citizenship, registration at the place of residence is required.

In 2014, criminal cases were already opened against the Obninsk human rights activist for registering migrants in her apartment. On November 9, 2015, the human rights activist was found guilty and fined 150 thousand rubles and was immediately amnestied.
