Dissernet studied the list of universities that have received the right to award academic degrees without Higher Attestation Commission

So far, the scientific community is arguing about the draft Federal Law on Scientific Activities in the Russian Federation, canceling the highest certification commission (Higher Attestation Commission), information has appeared on the list of 23 organizations that, from September 1, 2017, have received the right to independently award academic degrees. Dissernet was not too lazy to compare this list with the "dissorted universities" [1]: the results were quite sad.
If you remove four scientific organizations from the consideration - since the “dissipation of universities”, as can be seen from the name, is mainly engaged in universities, then of the remaining 19 universities 17 (!) Are included in the “dissolution”. In each of these universities, there were at least two employees who were lit up in a dissertation either with a written-off dissertation, or as a “dishes”-a supervisor or opponent of dubious defenses (we call each such participation a disserter-case).
To begin with, let's call two universities that have not been on our list - this (carcass, maestro!):
Our respect to these universities-although we were not very surprised, given the physical and mathematical orientation of universities (specialty, practically not noticed in plagiarism).

Well, the disserter made its list [2]. It can be sorted by the number of disserter-cases or magazine cases (i.e., incorrect journal publications) of university staff. Inside each university you can go and look at those people thanks to which the university has entered the “University’s disservation”, as well as to study all the dubious protection of all characters, up to each written -off page of the dissertation or article.
So, we will sort the list on the number of disserter-cases of employees and see more carefully at the participants in the anti-rating.
In the first place of our anti -rating is the RANEPA. Of course, it is difficult to imagine that this university was not included in some kind of privileged list, but, unfortunately, in the "disservice" the university is also ahead-in second place [3]. And for all offers to clean the rows, we hear the same answer: "We cannot blow up the landscape!" It is interesting what will happen to the landscape, when, for example, the dissocard with eight disperse [4] will begin to award the degree without looking at the Higher Attestation Commission! Alas, we did not see any reaction to finding the disserteric anti -rating in the two years of the existence of the "dissorted university" universities.
Unlike the list of the list, the financial university reacted to the exposure of Dissernet, even created a commission to study the ethics of his employees; Contracts were terminated with several largest disperse, which pushed the university from the first to the fifth position of the anti -rating of the “university dissection”. However, it seems that this work should be continued, and not resting on his laurels.
Russian University of Friendship of Peoples (whose rector is the head of the Higher Attestation Commission Vladimir Filippov) is also preoccupied with his reputation in words, but we do not yet see the special results of this concern (third place); In the anti -rating of the "dissertation" the university follows directly to Fu. Unfortunately, among the university's disserternet-Person, not only familiar economists, lawyers and teachers, but also doctors.
Southern Federal University (fourth place): here is definitely everything “good”. If the rector Marina Borovskaya [5] personally took part in six dubious defenses, and all the dissothes are struck by the abundant participation of the dishes, then what can be expected from uncontrolled dissertations in this university?
Note that the disserter tests the main metropolitan universities is much more careful than regional universities, especially in the distant south. So if such a university broke into a high place in the anti-rating of the "dissipaded" (tenth place in Russia and the first-according to Rostov-on-Don), it means that the "merits" are really great.
You can only be consoled by an argument that supporters of the impending reform are constantly cited: a scientific degree received at the “garbage” university will be perceived by the scientific community as “garbage”. But what about privileges, including monetary ones, for the owner of a scientific degree? They will remain, regardless of the reputation of the council in which the defense took place. Maybe the authors of the bill should have first at least look at the website of Dissernet?
We move on. MGIMO (fifth place) at one time in the "dissolution" moved from the first position to the 12th and stopped at this; According to the number of disserter-creams, lawyers and economists are leading.
KFU (sixth place) in the "disservice" leads among nine universities in Kazan. However, recently he seriously took up a change in his image: a number of odious personalities have disappeared by the scientific magazines published by the university. Let's hope that this work will continue.
The presence in the anti-rating of the Higher School of Economics (seventh place) is an amazing fact: the university still entered the first thirty Moscow universities in the “dissapedic”, although it is well known how jealous the university refers to its reputation, carefully explores all cases of plagiarism. Maybe there is not enough “political will” to finish the matter?
St. Petersburg Mountain University-in eighth place. As a resident of St. Petersburg, I can say that in the city the reputation of this university has fallen strongly in recent years-and not only because of the presence of plagiarism among its employees, but also after constant scandals with the participation of senior management. How this university was on the list of those who can award their scientific degrees can only be guessed.
Chemists from RCTU named after Mendeleev (ninth place) did not fall into the field of view of Dissernet: like mathematicians, there are few of them there; But tell me, are two author of written off dissertations on pedagogy and one in economics - is this a lot or a little for a solid university?
The disserter has already spoke about St. Petersburg ITMO (tenth place), which many consider to be the best university in St. Petersburg, or even in the country, in teaching computer science, it is not for nothing that ITMO students regularly receive various rewards and high places in prestigious olympiads. Informatics - informatics, but what about the economy? Among the employees are three large dishes-economists, and the economic series of the “Scientific Journal of the ITMO” [6], according to the testimony of the “dissolution of magazines” [7], is not good. But now the university will be able to award the degree and in economics too!
Further on the list follows a number of regional and pair of Moscow universities, of which, of course, MEPhI (fourteenth place) is surprising, although among the disserternette of this university is not physics, but a teacher and two economists. Misis (sixteenth place) is headed by the rector - the author of the written -off dissertation, the doctor of sciences Alevtina Chernikova [8], so we have to be surprised only that there was little violations - perhaps we poorly checked this university.
In the Perm National Research Polytechnic University (fifteenth place), there were few disserter-caches, but the university was released in the first place in the “dissipaded” in the number of incorrect journal publications. Well, BelSU, who recently “famous” thanks to the Case of Medinsky, although it closes the list according to the number of disserteries (again, recall that regional universities are checked by the disserter less carefully than the capital), but it offers a whole set of “garbage” magazines in various fields of knowledge.
In the end, we note another pattern. In some universities, from our list, including quite large ones, such as RANEPAS, FU, HSE, ITMO, almost all the disservals who have fallen into the “dissuropedia” are economists or lawyers. That is, it can be assumed that not the entire university, but only some of its units (that we have already mentioned the example of ITMO) are affected by the disease. The question arises: would it be more correct in such cases to delegate the right to award academic degrees only to those units of the university that confirmed their scientific reputation?

We illustrate this consideration with the example of two universities: Moscow State University and St. Petersburg State University, which have previously received the right to award scientists without the participation of the Higher Attestation Commission. These two universities are divided into “dissuropedics” according to the faculties, so we can compare the number of disserteries of teachers of different faculties (see drawings) and reflect on what the quality of scientific certification at some faculties will be, as well as in some universities from the list attached to the new law.
