Officials explained their refusal by the fact that other actions were already planned in the declared place - the square of public events in the Kuibyshev district: all three days that the activists chose, pickets of the Just Russia party and the National Liberation Movement (NOD) would be held there. The response also states that each event will last 13 hours.

Earlier, the administration of Novokuznetsk had already refused activists from Navalny's headquarters to hold a rally on September 6. The Kemerovo Regional Court recognized this decision as illegal and ordered the officials to eliminate the violations.
