83 votes turned into 13

A mother of many children, who was nominated by Yabloko for municipal deputies, is fighting for a recount of votes in a particular polling station

Kira Lukyanova, a candidate from Yabloko and the Gudkov team, was elected to the municipal assembly in the Vernadsky Prospekt area. Lukyanova is a mother of four children and worked as a child psychologist. For the first time she got into the composition of the precinct election commission as an observer in the presidential elections of 2008:

- Then I first encountered a nightmare called "stuffing", Lukyanova told Novaya, - After large-scale falsifications in 2012, I could not stand it and, having seen the calls of the "For Fair Elections" movement, I went to work in the election commission No. 2746. There I conscientiously worked out three election campaigns.

This year, Kira herself went to the deputies. On election day, she and two other candidates from Yabloko agreed with observers from other parties in their district.

- I was present at TIK when the results were brought there. There are nine districts in our district. In eight precincts, I took positions from first to third out of all 23 candidates. My votes ranged from 50 (in the smallest areas) to 140 (in the largest). My colleagues scored about the same number of votes or slightly less. The picture changed dramatically on the results of PEC #2742. Unfortunately, there were no observers on this site. My colleagues received 146 and 141 votes, this is the maximum value for all polling stations. And I got a measly 13 votes. Despite the fact that I know people who came to vote at this site. We campaigned very well, went from apartment to apartment in this part of the district. There could not be such a result, the minimum I scored was 50, and even then it was the smallest site.

The chairman of the TEC, Svetlana Stukalova, denied Lukyanova's complaint, adding that they did not "want to set a precedent."

“She told me that if we recount every vote, everyone will come here,” says the opposition candidate.

Lukyanova says that Vladimir Zhilin, the current deputy and candidate of the municipal assembly from the Communist Party, witnessed the counting of votes at polling station No. 2742. Zhilin told Novaya Gazeta that on the enlarged form of the protocol he saw the figure for Lukyanov - 83 votes, which later turned into "13":

- I myself was an observer at another site, there was a boy from us, who then disappeared somewhere. I came to this site when all the commissions had already completed the calculation. As a rule, they have no right to delay the results. I ask them where the results are, they start talking nonsense to me, “oh, something doesn’t fit there.” Then I still insisted that they wrote out this data. But the only thing I made a mistake was that I should have photographed them, and I just rewrote them. Because then I find out that there is such a nightmare ... I had 83 written down on Lukyanova, and it became 13. They turned the eight into one. And Mamaeva (a candidate from United Russia) was given about the same amount as she was taken away from.

Lukyanova says that according to the results, she became the seventh, but if it weren’t for the stolen votes, she would have been the first: “I don’t know, maybe someone’s votes were also stolen, because in fifth place is the current deputy from United Russia ”, which is only one vote ahead of my colleague from Yabloko.

The woman has already filed a complaint with the Moscow City Electoral Committee, the police, and the Central Election Commission demanding to provide a video recording from the polling station.

Lukyanova and voting member of the TEC Pavel Avraamov wrote posts in district Facebook groups asking everyone who voted for Lukyanova to sign a written statement about this:

- Sergei Mitrokhin said that this would be necessary when evidence was presented. And what we have now: in TIK they wrote me the figure - 13, but we have already collected 20 applications and continue to collect. Gudkov's headquarters are also interested and give advice, but they say they have 100 complaints and only two lawyers. And another excellent lawyer was recommended to me by the residents. That is, the participation of local residents is very high. They care and support. It is very nice. Because, for example, my mother's friend then asked, "Did they choose Kira, right?" Nobody knows who was chosen at all, it's not written anywhere! And now everything will calm down and everyone will forget.

A similar situation has developed in East Izmailovo. Communist Party candidate Margarita Chukanova told Novaya Gazeta that as of 1 a.m. she won in Vostochny Izmailovo and took fifth place, 37 votes ahead of Ekaterina Gorbacheva, deputy cell of United Russia in her district. But then it turned out that the protocol of one section had disappeared somewhere:

- At three o'clock they called from TIK, congratulated me, but we understood that something was not right. Everyone was taken to TIK, and it turned out that the protocol of the 933rd precinct had disappeared somewhere. Here it is nowhere. I had 93 votes there, while Gorbacheva had 101. Half past four in the morning: they call from the TEC and say “Margarita Alekseevna, and then another protocol was introduced into the State Antimonopoly Service Vybory”. And Gorbacheva has 162 votes in this protocol, and the total number of votes has not changed. I wrote a complaint to the TEC, filed a complaint with the police, called the CEC. We arrived at the TEC, they were silent for two hours, their summary protocol was not even filled out. At 8-30 in the morning, a meeting of the TEC was held. The results are as follows: three people made a special opinion that the protocol of the 933 polling station was falsified, and the data of this polling station were entered into the GAS Elections. These three people did not sign the protocol, but in the GAS Elections Gorbachev is now a newly elected municipal deputy.
