
Roskomnadzor warned Russian communications operators that Google installs non-state servers on the networks of Internet providers, RBC reports . The authorities of the department noted that this information was received from the FSB.
We are talking about Google Global Cache servers used to increase the speed of Google resources. Roskomnadzor warned the providers that the installation of such equipment without certificates of conformity would entail responsibility under Article 13.6 of the Code of Administrative Offenses (using encryption means that have not passed the procedure for confirming their compliance with the established requirements). The maximum sanction under this article is a fine of up to 300 thousand rubles with equipment confiscation.
"To ensure the integrity, sustainability of the functioning and safety of the Unified Electric Network of Russia, it is mandatory to confirm compliance with the established requirements of the communications tools used in the general access communication network," the acting head of the Roskomnadzor department for the Lipetsk region Roman Biryukov said.
Google Global Cache servers are installed by Google at their own expense, they do not belong to the provider and are not controlled, but at the same time they work inside his network, explained the managing director of the Ecotelcom Internet provider Sergey Nikulin. "Data transfer between Google Global Cache and Google servers is encrypted. Therefore, when installing Google Global Cache, it is technically impossible to block the Google content," Nikulin noted. "These facts, apparently, cause a regulator and are an obstacle to certification."
On July 21, the State Duma adopted in the third reading the law banning the means of bypassing site locks . On July 25, the document approved the document, and on July 30, President Vladimir Putin signed the law.
The law obliges the owners of anonymizers and VPN to independently limit their users access to resources from the register of prohibited, otherwise the services themselves are threatened by blocking. Also, according to the document, search engines will have to delete links to prohibited sites from issuing. The same law is abolished by the "register of bloggers" introduced in August 2014 and all the restrictions related to it are canceled.
The law comes into force on November 1.
