The relevant State Duma Committee on Family, Women and Children on Thursday returned to Senator Elena Mizulina her bill to ban anonymous abandonment of newborns, Interfax reports . “This bill was previously introduced by Elena Mizulina back in the sixth convocation, we rejected it, and when making it repeatedly, Elena Mizulina did not pay attention to changes to the requirements for the introduction of bills, therefore the draft law is returned to the author,” the first deputy chairman of the committee Olga Okuneva said at a meeting.

On June 3 of last year, Mizulina introduced a bill on the ban on the Baby boxes in Russia to the State Duma. She proposed to prescribe in the legislation that "activities aimed at organizing anonymous abandonment of children, including the creation and maintenance of specialized places for anonymous abandonment of the child, are not allowed."

On October 10, 2016, an official government review was published on a bill on the ban on the Baby boxes. The White House demanded to "significantly finalize" the document before submitting it to the first reading in the State Duma. At the same time, the review said that "in order to prevent the abandonment of children after their birth ... it is necessary to take complex measures in the framework of the national strategy of actions in the interests of children, including the support of pregnant women who were in a difficult life situation."

On July 19, at a plenary meeting, State Duma deputiesrejected the bill Mizulina . In her opinion, this was done in violation of the regulations, since the decision was made without discussion and without invitation to the author. The very next day, Mizulina repeatedly introduced a bill.

“The very existence of the possibility of leaving a newborn child inevitably stimulates the growth of refusal of children,” Mizulina believes. “This is an extremely dangerous trend, not to mention the ethical, moral, moral aspects.
