The administration of Krasnoyarsk on September 21 did not agree on holding a public action of supporters of politician Alexei Navalny, explaining this by a possible discrediting of the presidential elections in Russia. One of the volunteers of Navalny’s headquarters, Inga Teplykh, filed a notice with the administration about holding a “meeting of citizens with politician Alexei Navalny in order to inform about his activities.” The administration refused to approve the action, explaining this by a whole series of theoretical assumptions.
City Hall officials conducted surveys and stated that during other similar actions in Omsk, Yekaterinburg, Murmansk, “promises of positive changes for the population in the event of Alexei Navalny being elected President of the Russian Federation” were made.
The administration suggested that the action was of an electoral campaign nature and could not be held, because "the election campaign for the election of the President of the Russian Federation has not yet begun." Fearing that citizens would be misled by the possibility of Navalny “being elected President of the Russian Federation” and entailing a negative attitude towards state bodies if they refuse to register Navalny in the elections, if there are grounds for that, the administration banned the action.
