Former leaders of the Tver Generation, Yana Gorelov and Sergei Gorokhov, were released home. The judge did not arrest, ignoring the requests and investigations about the pre -trial detention center and the prosecutor's office about house arrest. In itself, an already remarkable fact in modern conditions.

They were first arrested a year ago. They are accused immediately under three articles: fraud, provision of services that do not meet security requirements, and abuse of authority. The first case was set back in 2015 - the police considered that the Tver Generation stole gas. Gazprom supplied it, but did not receive the money back, although the inhabitants paid for heat and hot water. In the fall of 2016, an eight -year -old girl fell into a trench, and the second charge was added, Yana Gorelov and Sergei Gorokhov was put in jail, and the Russian SK in the Tver region was transferred the case. In the future, the investigation also found the excess of authority: the Tver Generation issued loans to the founder, which could not return them. In mid-May, the Russian SK was terminating the fraud case due to the lack of corpus delicti, and on September 18, he again excited it, allocating it into separate proceedings.

And he tried to send Yana Gorelov and Sergey Gorokhov in a pre -trial detention center in the second circle for the year. It did not work out. The court sided with lawyers. He told the investigation and the prosecutor's office that there is the CPC and he prohibits the maintenance of more than one year of the suspects.

From the texture it becomes clear that the investigation has a fraud accusation, but there is no way to prove.

For a whole year, Yan Gorelov and Sergey Gorokhov sat in a pre -trial detention center. For nine months already, according to the press service of the Government of the Tver region, the Tver Generation under the control of the authorities. The third year of the criminal case on theft of property went. The third year, Gazprom Mezhregiongaz Tver is ready to provide information about gas supplies at any time.

And nothing. Zero.

There is no charge of stealing gas. The case was even terminated due to the lack of corpus delicti. Maybe no one stole the gas?

The scheme, according to the investigation, is simple. The Tver Generation, by court decision, regardless of payment, received gas from Gazprom Mezhregiongaz Tver. The source warmed and issued to residents the bills for heat and hot water. The company received the money and then did anything, but did not pay Gazprom Interregiongaz Tver. She issued loans to the founder of Promtechit, paid for the services of the Tver Energy Complex Management Management Company, repaired the networks with the efforts of the Verkhnevolzhsky Heating Company.

Now the Tver Generation is under control. Promtechnit in the bankruptcy procedure, the main creditor of Tver Generation. With VTK a similar situation. The TEK still belongs to the Tver Generation. Gazprom Interregiongaz Tver is ready to help. The government of the Tver region is waiting and hopes that the perpetrators will be punished.

Prove and send the case to court.

But no.

Perhaps the Tver investigators are simply not qualified enough to prove economic crimes. But it is difficult to throw out the thought that criminal cases and pre -trial detention centers only helped to pick up the Tver Generation. That accusations of fraud are drawn on the knee. If only because Gazprom Interregiongaz Tver still has not paid 1 billion rubles, then why the Tver Generation is not in the bankruptcy procedure. The company fought off him successfully under the control of Yana Gorelov and Sergei Gorokhov. The payment discipline of the Tver Generation has not increased by the ruble. The contractors of the “Upper Volga Heating company”, who repaired the Tver Generation networks passed in winter, actually threw: they all entered the register of creditors of the empty “daughter”.

The Tver Generation works equally that under the control of the "criminals" Yana Gorelov and Sergei Gorokhov, under the "respectable" regional authorities. But the first to be sent to a pre -trial detention center, and the latter meet every Tuesday in the government.

A criminal case against Tver Vodokanal was opened by the same composition. The scheme is similar: “Tver Vodokanal” entered into agreements with affiliated structures for the provision of consulting and consulting services. He paid 40 million per year companies whose final beneficiaries are located in offshore. The only difference is that Tver Vodokanal paid on accounts.

But the Tver media reported to everyone. Igor Rudenya told Vladimir Putin in formulations that leave no doubt - guilt is proved, the perpetrators will be punished. And what? Nothing. The case is already a year, there are no suspects. It was just that Rosvodokanal agreed to voluntarily leave Tver Vodokanal. As with the Tver Generation. Probably, they will soon pay attention to the "IDSC-center" and "Tver-Eatomenergosbyt". There will be new criminal cases.

It is difficult to get rid of the feeling that the Tver authorities know only two ways of interacting with business: rollback and criminal prosecution.

The quality of the services supplied, energy security, life support spheres, the interests of citizens are just the words that must be pronounced before initiating a criminal case when it is not possible to agree on a rollback.
