Binbank (including the recently merged MDM Bank), Rost Bank, Binbank Digital and Uralprivatbank will be sanitized by the Banking Sector Consolidation Fund, said Deputy Chairman of the Central Bank Vasily Pozdyshev. In September, the outflow of funds from Binbank’s clients amounted to 56 billion rubles, of which one third came from individuals, the deputy chairman said. The basis for the introduction of the temporary administration was the presence of a threat to the bank's depositors and creditors, but this is not the only reason - the bank was given an order to supplement its reserves, and as a result of the execution of this order, the bank's capital decreased by more than 30%, says Pozdyshev.

The reorganization of the Binbank group will be carried out similarly to the reorganization of the Otkritie group, it follows from the materials of the Central Bank. The regulator expects that financial recovery will take 6-8 months, after which banks will operate in compliance with standards. The powers of the board have been suspended. The issue of maintaining a share in the capital (usually the proportion is 75% for the Central Bank and 25% for former shareholders) has not yet been discussed; this will be clear after an assessment of the bank, as follows from the words of Pozdyshev: “In any scenario, the owners will be required to establish all free assets either against the banks of this group <...> or against the registration of collateral in these banks.” Both controlling persons - Shishkhanov and Gutseriev - are providing assistance, Pozdyshev said, adding that we are talking about establishing assets that are not encumbered or pledged. These are mainly industrial assets, he clarified, adding that negotiations are currently underway with the owners. “Our conditions are as follows: all free assets that are not encumbered, not pledged to other banks - we are now studying the perimeter of these assets - all these assets must be returned to the bank.”

At the same time, the family’s pension business will not fall into the consolidation fund, it follows from Pozdyshev’s words. He explained that now the regulator has a mechanism for reorganizing only banks; in addition, according to the Central Bank, the group’s pension fund and the insurance company VSK, and other financial assets of the Safmar group do not need financial rehabilitation.

Pozdyshev said that before September, the owners proposed different financial recovery plans to the regulator, but they were all based on the same proposal - to give the owners a preferential loan for a long period, up to ten years: “We could not accept these proposals.” In early September, the owners asked to consider the issue of financial recovery with the participation of a consolidation fund, he said.

According to preliminary estimates, taking into account the fact that not all of the group’s assets have been studied, and transactions for the last month have not been studied, the need for additional formation of reserves of the group’s banks amounts to 250-350 billion rubles.

It also follows from Pozdyshev’s words that, according to preliminary estimates, about 75% of Rost Bank’s assets are “lending in various forms of assets that are associated with the owners.” At the same time, Rost Bank received financing from B&N Bank - almost all of the population’s deposits that B&N Bank attracted through interbank lending went to Rost.

Binbank's interbank loans account for 670 billion rubles, or more than half of its assets. The chances of shareholders retaining a 25% stake in Binbank are minimal, says Alexander Danilov, senior director of the Fitch Ratings rating agency. He told TASS this.
