The new book of the American historian and journalist Anne Applebaum "Red Hunger. The Stalin War with Ukraine (Red Famine. Stalin's War on Ukraine ) is devoted to the history of the mass hunger of 1932–33 in Ukraine, who claimed the lives of millions of people. The author of the book, exploring the causes of the Holodomor, comes to the conclusion of a deliberate extermination of a significant part of the Ukrainian people The Bolshevik authorities have guilty for this on Joseph Stalin.
In the Decree of the Verkhovna Rada of Ukraine, the Holodomor of 1932–33 was called the act of the genocide of the Ukrainian people. And although Anne Applebaum notes that the Holodomor does not fall under the definition of the concept of "genocide" in international law, in her opinion, the scale of artificially caused hunger and its intentional character are close to this concept. Nevertheless, 18 countries recognized mass hunger in Ukraine with genocide, including the USA, Canada, Italy, Poland, Australia. The Red Hunger is dedicated to the victims of the Holodomor and begins with the following words: “There were more than enough warnings. By the beginning of the spring of 1932, the Ukrainian peasants began to starve. Messages of the secret police and letters from the grain -producing regions of the entire Soviet Union, the Volga region, Western Siberia - reported the children who swollen from hunger, about families where they ate grass and gasters. About the peasants who throw at home in search of food. The monstrous psychological and physical injuries inflicted on the Ukrainian people more than 80 years ago have not yet been obsolete and, according to Anne Applebaum, have become one of the main reasons for the withdrawal of Ukraine from the Soviet Union and the declaration of independence. Historians and demographers still argue about the amount of mortality from the famine of 1932–33. In the absence of reliable statistical data and the policy of hiding the scale of the hunger by the Soviet authorities, the number of its victims ranges from three to seven million people. The author of "Red Hunger" calls the figure of 3.9 million dead. Of these, 3.5 million fell on rural areas and only 400 thousand - in cities. 90 percent of the total number died of hunger in 1933. Anne Applbaum gives statistics on a sharp decrease in life expectancy in Ukraine as a result of the Holodomor. The population of Ukraine in 1931 was 31 million people. At that time, the average expected life expectancy at birth for Ukrainian city men was 40–46 years, for women - 47–52 years. District residents at that time could count on 42–44 years for men and 45–48 years for women. After the Holodomor, the average expectant life expectancy in Ukraine was 30 years for men and 40 years for women. In this case, the huge child mortality should be taken into account. And the second problem aspect of the history of the Holodomor, which is still discussed by its historians and is examined in detail by the author of the book: whether mass hunger in Ukraine is caused by the conscious and purposeful actions of the party and government in order to suppress the nationalist and anti -Soviet aspirations of the Ukrainian peasantry or became the result of the negligence and incompetence of the Soviet leadership, which justified the total requisition of grain and other foods and their export with the need to modernize the country and the need for foreign currency for industrial construction. In the absence of real assistance to the starving Ukraine, Soviet food exports during the Holodomor flourished. Anne Applebaum gives such numbers: in 1932, the USSR exported 1.73 million tons of grain, more than 3,500 tons of oil, 586 tons of ham. In 1933, these numbers increased: 5433 tons of oil and 1037 tons of ham. In the midst of hunger, meat and fish canned food, eggs, chicken, fruits and vegetables were also widely exported. In the dispute of historians about the causes of the Holodomor, the author of “red hunger” is inclined to the opinion of Stalin’s purposeful desire with the help of hunger to destroy the real and potential enemies of the Soviet regime that he had gone through to him. The Applebaum quotes Stalin Kaganovich’s letter, whom the “leader of the peoples” appointed the head of the Ukrainian Communist Party and threw to suppress the Ukrainian national resistance of Sovietization, requisition and robbery. Stalin wrote in August 1932 to his slander: “The most important thing is Ukraine now. The affairs in Ukraine are bad (...) if we don’t take up the right to straighten out the situation in Ukraine, Ukraine can be lost. Stalin, she believes, bears personal responsibility for the death of the hunger and repression of millions of Ukrainians. In November 1932, Stalin himself at the Plenum of the Politburo of the Party Central Committee called the failure of bakery and hunger in Ukraine, “penetration into collective farms and state farms of anti -Soviet elements in order to organize wrecking and blackmail,” that is, accused Ukrainian peasants themselves of organizing the famine of the starvation. The war of Stalin with Ukraine of 1932–33 turned into not only countless innocent victims, but also became a “slow -off bomb”, exploding 58 years later. Many in Ukraine believe that this war continues. In an interview with Radio, Freedom Epplebaum justifies the reason why Stalin unleashed a holodomatic war against Ukraine.

The Ukrainian Communist Party did everything to provoke hunger
- The Holodomor was deliberately called by Stalin. The beginning of 1932 was marked in the Soviet Union with widespread hunger, caused by the consequences of violent collectivization and the criminal and incompetent policy of the party in the field of agriculture. In the fall of 1932, Stalin decided to use the crisis of agriculture to reproduce the national movement in Ukraine and strengthen his dictatorship. And, as I show in his book, he took a number of measures aimed at the emergence of the Holodomor in Ukraine: he began a total requisition with food peasants, created armed shutters on the border with Ukraine and around its starving regions to prevent the penetration of the starving peasants into the cities, into more prosperous regions and make it difficult to help the starving. This was accompanied by cruel repression not only against the peasantry, but also against the Ukrainian national intelligentsia. All this was aimed at exterminating as many people as possible in Ukraine. The Ukrainian Communist Party perfectly understood this intention of the Soviet leadership and did everything to provoke hunger.

He dictated to the Ukrainian Communist Party all the decisions about Ukraine and mass hunger, and its leadership zealously carried out his criminal decisions, and often, as they say, fled in front of the steam locomotive in order to settled down and fulfill an incredibly overstated bakery plan. Thousands of people were engaged in the implementation of criminal Stalinist decisions, so many Ukrainian communists should bear responsibility for the Holodomor.
-You write that the Stalinist paranoia regarding Ukraine was indirectly caused by the suicide of his wife Nadezhda Alliluyeva, the affair of Martemyan Ryutin and his opposition to Stalin of the “Union of Marxists-Lenins”, and the fear of counter-revolution. Was the Holodomor organized by Stalin the consequence, primarily his phobia of fear of loss of power?
The concept of "genocide" to the holodomor is quite applicable
- Stalin was afraid of counter -revolutions, and most of all in this regard was bothered by Ukraine, where nationalist and separatist sentiments were strong. In addition, it was in Ukraine that the strongest, and often armed resistance to violent collectivization. And in Moscow there were many opponents of collectivization and its consequences. In Ukraine itself, the national oriented intelligentsia also inspired Stalin of suspicion. He generally considered her agents of Poland hated by him. The fear of the counter -revolution has always been one of the main motives of his behavior, and the Holodomor became one of the instruments of combating it. Stalin had a stable belief that the counter -revolution could erupt in Ukraine.
- What was the scale of the consequences of mass hunger in Ukraine?
- Over the past few years, Ukrainian demographers, as a result of the analysis of archival materials and other documents of 1932–33, came to the conclusion that 3.9 million people became victims of hunger in Ukraine. This figure is many times higher than the average natural mortality. The determination of the scale of hunger in every possible way prevented the Soviet authorities, organizing the information blockade of Ukraine in 1932–33 and hiding the genuine consequences of hunger. Some researchers call a much largest figure of the dead during the Holodomor, however, in my opinion, the figure I gave is close to the truth.

- How correct to call mass hunger in Ukraine by the genocide of the Ukrainian people?
Concealment of the crime, its silence is the traditional policy of the Stalin regime
- It seems to me that this is correct. In this, I am guided by the initial definition of this term belonging to its creator-the Polish-Ukrainian lawyer Rafael Lemkin. In my opinion, his definition of genocide is fully consistent with the consequences of the Holodomor. However, the use of this concept within the framework of international law based on the legal establishments of the UN is difficult, since the crimes of the Soviet government have never been included in the UN list. This was also influenced by the position of the USSR (its permanent member), which denied the use of the term "genocide" to mass hunger in Ukraine. And although this problem is not unambiguous, it seems to me that the concept of "genocide" to the Holodomor is quite applicable.
- You write that one of the consequences of the hunger in Ukraine was the creation of the so -called “visible border” between Russia and Ukraine, which prevented the crowds of starving refugees to leave Ukraine. What was this border?

- The authorities were concerned not only to prevent attempts to starve to leave Ukraine, but also sought to limit access to there from other parts of the Union. The concealment of the crime, its silence is the traditional policy of the Stalin regime. To this end, the barriers from the units of the OGPU and the army were exhibited at all possible points of the intersection of this "virtual" border. Hundreds of thousands of people at that time left their homes in Ukraine in an attempt to move to the places of relative well -being. They were intercepted at the checkpoint, arrested and expelled back. Stations, both in Ukraine and in adjacent regions, were blocked by parts of the OGPU. Not only refugees were shot from trains, but also those who tried to cross the border from the Russian side. This border was created not only to prevent people from escaping, but also to prevent information leakage.
- Why, nevertheless, the Soviet authorities did not ask for international assistance, how did they do it during the famine of 1921?
- This was not done primarily due to the fact that Stalin did not want to learn the truth in the West about the consequences of collectivization and the failure of his agricultural policy. In addition, he was not much concerned with the salvation of millions of Ukrainians dying of hunger. Moreover, the destruction of these "potential enemies of the people, the unfinished Petliurians and Polish agents" was its goal. Therefore, practically no efforts were made to save them.
- You note that in 1932–33, Stalin’s policy in Ukraine not only provoked the Holodomor, but was also directed against the Ukrainian intelligentsia - the carrier of the Ukrainian idea. What did he seek, pursuing the Ukrainian elite?
All types of food were selected - potatoes, poultry, meat, vegetables, fruits. The peasants did not leave anything
- I think that Stalin, persecuting the Ukrainian intelligentsia, saw in it a bearer of a national idea that challenges the Soviet system. The basis of this idea, in addition to a special Ukrainian cultural identity, was the dream of an independent Ukrainian state. Ukrainian separatism, in which he accused the Ukrainian cultural elite, frightened him more than external enemies. With the branch of Ukraine, he believed, the Soviet Union cannot survive, the collapse of the communist system will occur. Independent Ukraine could enlist the support of neighbors and allies in the West, primarily Poland, and become another center of threat to its regime. That is why Stalin was so striving to uproot this Ukrainian idea. I must say that he was not so far from the truth. Subsequently, it turned out to be a powerful motivation for the passionate desire of Ukraine to gain sovereign statehood. The memory of the Holodomor in a great extent influenced the formation of national Ukrainian identity. In the current alienation from Moscow, you can also trace traces of memory of the Holodomor. Now the memories of the mass hunger provoked by the communist regime of 1932–33 have turned into one of the most important consolidating factors in Ukrainian life.

- You need to understand that hunger was caused not only by grain requisition, although this is its most important reason. Armed requisitions confiscated not only grain. They selected all types of food - potatoes, poultry, meat, vegetables, fruits. The peasants left nothing. For unpaid taxes, they selected money, jewelry, family relics-everything that had at least some market value. Their methods were unusually cruel: beatings, torture, arrests were a widespread phenomenon. No one spared anyone, knocking out confessions about hidden food. The requisitions were convinced that the peasants were hiding grain, and tortured everyone in a row. Sanctions for torture were given by local authorities and the OGPU. The requisitions were organized as military operations, it was the war of the invaders with the defeated people. Directives from Moscow demanded the implementation of a bakery plan at all costs. Even seed grain was allowed to requisition the plan, thereby condemning the peasants into an inevitable hunger.
- You describe terrible scenes during total hunger in the spring and summer of 1933: cases of madness and cannibalism. Was cannibalism a common occurrence at that time?

- Cannibalism was a common occurrence. True, I would not say that he had acquired a wide scale. There are many archival materials, police protocols and reports about him. There were many cases of necrophage - eating corpses. The reports of the OGPU describe cases of eating their own children. The sale of human meat was also practiced. Only in the Kharkov region in the spring and summer of 1933 in the reports of the OGPU it was reported about 420 cases when parents eating children who died from hunger and when a starving family killed the most weakened, most often a child, and ate him. Horror and madness reigned in the villages, the corpses of those who died from hunger were lying without burial. The Ukrainian leadership was well aware of cannibalism, in Moscow they also knew about this.
- What was the reaction of the Ukrainian peasantry to the violent requisition of food? Are there any cases of resistance?
More than 300 thousand of the so -called "fists" - the elite of the Ukrainian peasantry were deported from Ukraine to Siberia.
- The resistance that took a wide scale was observed during collectivization. It arose during the existence of a political opposition in Ukraine. However, during the Holodomor, the rural population was brought to such an extent and the loss of human appearance that there was no forces remained for resistance. By that time, the most active and capable men were destroyed or expelled during collectivization. – Вы отмечаете, что Голодомор послужил поводом для введения в СССР паспортной системы и обязательной прописки в декабре 1932 года. What was caused by?

Однако в то время сельским жителям паспорта не выдавались. Наводнение во время Голодомора украинских городов прорвавшимися голодающими крестьянами, толпами нищих женщин с детьми дало повод властям предпринять меры для предотвращения бесконтрольного перемещения населения. Рушились основы крестьянской жизни, традиции и культура. Отнималось за неуплату налогов все мало-мальски ценное: золотые изделия, серебро, оклады икон, семейные реликвии
– Нет, крестьяне продовольственных карточек не получали. Карточная система распространялась только на работающих в государственном секторе. Крестьяне и так называемые "лишенцы" не входили в эту категорию. Подсчитано, что более 80% населения были лишены продуктовых карточек. Работающие в колхозах сельские жители получали, если получали, заработанное натурой. Денег у них не было, так что возможность что-то купить на стороне отсутствовала. Надо сказать, что продовольственное рационирование в городах было на очень низком уровне. Рабочая карточка предусматривала мизерное довольствие. Вот почему случаи от голода в то время случались и в городах, особенно на периферии, где снабжение было крайне неудовлетворительным.
– Вы пишете о Голодоморе: "Голод уничтожал историю, культуру, семью, идентичность". How do you understand this?

Конфисковывались не только продовольствие и другие продукты труда, но и инвентарь, мебель, домашняя утварь, художественные изделия, предметы религиозного культа. Происходило планомерное закрытие и разрушение церквей, которые веками были островками крестьянской духовной жизни. Я поместила в книге фотографии разрушаемых церквей в Украине. Рушились основы крестьянской жизни, традиции и культура. Отнималось за неуплату налогов все мало-мальски ценное: золотые изделия, серебро, оклады икон, семейные реликвии. Люди лишались исторической памяти, культурной идентичности, связи с прошлым, рушилась семейная преемственность. Происходила тотальная люмпенизация крестьянства. Это была социальная и психологическая катастрофа.
– Тем не менее вы утверждаете, что Голодомор оказал огромное влияние на формирование украинского национального самосознания...
– Голодомор стал частью исторической памяти украинцев. Поначалу о нем говорили лишь в семейном кругу и в кругу друзей. Отсутствие правдивой официальной информации при советской власти превратило память о Голодоморе в символ национального сопротивления. В то время эта память была частью неофициальной культуры, повлияв на становление национального самосознания. Трудно переоценить его значение в качестве важнейшей мотивации обретения суверенной украинской государственности. Он стал сакральным символом противостояния русификации. Трагедия массового голода 1932–33-го годов повлияла на формирование национальной идентичности и национального движения. Постепенно Голодомор стал объектом научного осмысления и изучения, а с начала 90-х годов в Украине уже на государственном уровне отмечается его годовщина. В нынешнем отчуждении Украины от России нетрудно обнаружить и влияние памяти о Голодоморе. Необходимо отметить важное значение переживания этой трагедии для консолидации многообразных политических сил современной Украины.
– В главе "Сокрытие" вы описываете реакцию на Голодомор на Западе. Насколько она была адекватной?

– Советские власти делали все возможное, чтобы правдивая информация о голоде не просочилась за рубеж. Работающим в Москве иностранным корреспондентам в 1932 году было запрещено выезжать за пределы столицы без особого разрешения. Однако информация о голоде всё же просочилась в западную прессу благодаря прежде всего англичанину Гарету Джонсу – секретарю бывшего британского премьер-министра Ллойд Джорджа. Джонс писал для нескольких британских газет. Он изучал русский в Кембридже и неплохо говорил по-русски. По прибытии в Москву весной 1933 года – в самый разгар Голодомора – он получил приглашение посетить германское консульство в Харькове – тогдашней столице Украины. Благодаря покровительству советского посла в Лондоне Ивана Майского он получил разрешение на поездку и сел на поезд до Харькова. По дороге он сошел с поезда и в течение трех дней посетил около 20 деревень и видел всю ужасающую картину голода. Он спал на полу в крестьянских избах, говорил с крестьянами, делил с ними купленные в Торгсине припасы. Вернувшись в Москву, он отправился в Берлин, где дал пресс-конференцию, рассказав все, что видел. Майский и Литвинов были в ярости. Въезд в Москву ему был заказан. Позднее Джонс опубликовал несколько статей в британской прессе о Голодоморе. В Москве Шоу заявил, что в Англии его предупредили, что русские голодают, и заставили его взять с собой массу продуктов, которые, по его словам, он по дороге выбросил, зная, что это неправда. В то время левая западная интеллигенция в массе своей была подобна Шоу и не доверяла любой негативной информации о Советском Союзе. Правда о Голодоморе с огромным трудом пробивалась сквозь заслоны советской пропаганды.

– Какова официальная позиция нынешних российских властей в споре о Голодоморе как геноциде украинского народа?
– Позиция российских властей менялась на протяжении лет. Поначалу советские официальные лица полностью отрицали существование Голодомора, по их мнению, его не было. Они утверждали, что разговоры о нем – это фашистская антисоветская пропаганда. Нынешние российские власти признают существование массового голода в Украине в 1932–33 годах, но отрицают, что Голодомор – специфически украинское явление и что его масштаб не сравним с голодом в российских областях. "Все и везде голодали", – утверждают они. И, конечно, они отметают все утверждения о геноциде украинского народа. Отрицают они и какую-либо вину за Голодомор московского центра и лично Сталина. На эту тему существует обширная литература российских историков. Россия приложила немало дипломатических усилий, чтобы дезавуировать украинское восприятие Голодомора. Массовый голод в Украине в 1932–33 годах все еще остается камнем преткновения в нынешних российско-украинских отношениях.
– А как вы в целом оцениваете эти отношения?

– Нынешний уровень российско-украинских отношений находится на небывало низком уровне. Причина этого в несовместимости политических ориентаций и социальных ценностей двух государств. Прозападную, проевропейскую ориентацию Украины, ее стремление к идеалам либеральной демократии российский президент и его окружение воспринимают как угрозу собственному существованию. Символом взаимного отчуждения стал украинский майдан, появления которого на российской почве более всего опасаются в Москве. Боюсь, что аннексия Крыма надолго развели оба братских в своей сущности народа. Не следует забывать, что российская экспансия на востоке Украины воспринимается в Киеве как неприкрытая агрессия. По сути дела, оба государства находятся в состоянии необъявленной войны. Этническая близость двух народов, сходство культуры и языка оказались недостаточными катализаторами сближения. И конечно, многое в этом отчуждении объясняется особенностями исторической памяти украинского народа, который переносит отложившиеся в памяти советские репрессии в отношении национального украинского движения и Голодомор, воспринимаемый как геноцид, на нынешний авторитарный российский режим, ставший правопреемником режима коммунистического.
– И все же вы завершаете книгу на оптимистичной ноте по поводу будущего Украины. Что заставляет вас сохранять оптимизм?
– Я написала книгу об одном из самых трагичных событий в истории Украины. Однако, как мы видим сейчас, ей удалось благополучно пережить многие горести и, в конечном итоге, добиться главного – независимости, о которой столетиями мечтали ее лучшие умы. Страна идет по демократическому пути, и недалек час, когда она станет такой же частью Европейского союза и НАТО, которой стали бывшие советские республики Балтии. Думаю, это обезопасит ее от угроз с востока.
