Now in different regions of Russia there are eighty headquarters in politics Alexei Navalny. More than 158,000 volunteers throughout the country are agitated for Navalny, who stated that he was going to participate in the elections of the President of Russia in 2018. Local officials, police, centers "E" resist the work of activists in various ways. Volunteers are detained during agitation, expelled from universities and trying to expel from schools. The people who actively support Navalny’s presidential campaign are advised by administrative and criminal cases. With the approach of the autumn call, a new way of combating activists appeared in power.

Egor Chernyuk and volunteer Oleg Alekseev, the coordinator of the headquarters of Navalny in Kaliningrad, told Radio Liberty that the local center “E” was trying to send them to the army for political activities.

“Soon after I became the coordinator of Navalny’s headquarters in Kaliningrad, employees of the E -E Center came to my father,” says Yegor Chernyuk . - She rents out rooms in her house on the seashore. Fifteen policemen, including employees of the E -E -E, came to her in August. They tried to accuse her father’s friend of illegal entrepreneurial activity, supposedly she takes tenants, but does not pay taxes. Looking ahead, I will say that they could not initiate a case, they did not find a crime. In the process of proceedings, the employees of the E -E Center were in confidence in his father’s friend. She began to constantly “cut” her father to my account: “Yegor needs to urgently run to the“ E ”center, otherwise we are“ closed up ”all of us. The FSB controls the situation in our closed region. Nobody will save Yegor, because no one helps on political affairs in Kaliningrad, the field is burned out. The headquarters of Navalny will be destroyed, and they will be eliminated by headquarters and volunteers.”

Under the pressure of relatives, two weeks ago I went to the center of "E", understanding perfectly that there would be a golem blackmail. In the office sat the deputy head of our local center "E" and another employee. They began to pry information about the work of the headquarters. Eshniki asked what means of communication we use, what we plan to do in the near future. They were even interested in where we are the balls that we distribute on the streets. The answers to these questions, by the way, can be found in open sources. Then they asked if I was ready to provide Navalny’s headquarters right now. I refused and suggested talking that Navalny’s headquarters were painted by Nazi symbols and break the windows of apartments with a brick. I said that people who threaten us and attack us are engaged in extremism. They must be called to answer in accordance with the law. Eshniki replied that they had a different task - to minimize the work of Navalny’s headquarters in Kaliningrad. They offered me an “interesting” scheme of cooperation: to give them most of the newspapers that Navalny’s headquarters in Kaliningrad receives. Well, it seems like they worked, took away newspapers, reduced the effectiveness of the headquarters. It seems to me that these people are not distinguished by intellectual abilities and creative activity.

Of course, I refused. Then the Ashniki warned: "Yegor, we are a guy of draft age. You can put you into the army. Think well until Monday." Simply put, they offered me either to “knock” or into the army. Neither on Monday, nor another day I came to them, so they could not recruit me. Then the Ashniki, along with the military commissars, appeared at the headquarters of Navalny. Fifter, they tried to hand the agenda in the army and shot me on mobile phones. I disappeared from them because I did not understand what to do. Soon they came again with the same composition. I took the agenda and turned to the lawyer. I am not suitable for military service for medical reasons, but the eshniks said that they would take me into the army anyway and no lawyer would help me. I think differently and made a plan. Firstly, I will send a complaint about all their actions to the prosecutor's office. Secondly, I will receive documents with the doctor confirming the state of my health, then I will go to the military registration and enlistment office for the medical board. If in the military enlistment office they will declare me healthy by lawlessness, then I will demand a review of the results of the medical board. In general, I'm going to pull the time before the end of the autumn call, and then I will leave to study abroad. I plan to receive higher education at one of the US universities in the Computer Science. After graduation, I will return to Russia and I will deal with the fight against corruption using computer technology. I really want me to not have to leave Russia forever.

In June of this year, a 3rd year student of the law faculty Oleg Alekseev was expelled from the Baltic Federal University. The university explained to the media that the student was expelled for absenteeism and an attempt to buy on the Internet a watch in physical education that he missed. The deduction order is written "for disrespect for the law and the court, expressed in public space." Alekseev is sure that he was kicked out due to participation in the anti-corruption rally on March 26 "He is not Dimon to you." In an interview with Radio, Freedom Alekseev said that he is now working at Navalny’s headquarters in Kaliningrad and fights off from the military commissars who are trying to take him into the army.

- Employees of the military registration and enlistment office and the Center "E" come to the headquarters of Navalny and hand me and Yegor A summons. They tell us: "You are brave to work in the headquarters, and in the army to serve you, apparently, a darling point." I refuse to sign in receiving the agenda. Today I went to the doctor who recognized me limitedly fit for military service, that is, I have the right not to undergo military service. I won’t go to the military enlistment office, because I know the story of the leader of the youth department of the PARNAS PARNAS Party Mikhail Konev, who was abducted from the military registration and enlistment office and forcibly sent to the army.

- But in this case, you may be instituted to be opened a criminal case under the article "Evasion of military service."

- Then they will be obliged to establish my fitness for health reasons for service in the army. And as part of the investigation, I will provide them with medical certificates. Egor and I found proxies who will appeal the decision of the military commissariat, if suddenly we are kidnapped from Navalny’s headquarters and sent to serve.

- After the loud history of your deduction from the university in Kaliningrad, students rallies were held in your support. Managed to influence the situation?

- We managed to draw attention to the political persecution of students in universities, but I was not restored at the university. I sued the Baltic Federal University two claims. The first is about the protection of honor and dignity, the second is about the cancellation of the deduction order. As part of the process of protecting honor and dignity, there were two meetings. They pass "fun". Imagine that in the civilian process of a former student against the university there is a special forces of bailiffs with weapons and masks. The lawyer of the headquarters of Navalny in Kaliningrad, who helps me, says that he did not see such a criminal court on courts.

- You do not regret that you supported Navalny and were left without higher education?

- Of course not. I am now engaged in self -education, get valuable legal experience and participate in a unique election campaign. I am pleased to relax to this important historical event.

- I am sure that in a situation similar to the one in which the staff of Navalny’s headquarters in Kaliningrad are now, other oppositions may be. Sending disagreements to the army is not a new method of combating the opposition. For example, in Chelyabinsk several years ago, during the elections to the Coordinating Council of the opposition, law enforcement officers tried to threaten young activists with a violent draft in the army. As a rule, threats remain only threats. For all the “super -senile”, which is supposedly inherent in the employees of the E -E Center, they have no authority to call for military service. Only the draft commission has such a right. It is difficult to forcibly pick up the army, although there are exceptions. For example, in Moscow, the leader of the youth department of Parnassus Mikhail Konev in 2016 was sent by force to serve.

As I understand it, in this situation, a lawyer, representing the interests of the activist, did not work correctly. Mikhail had to serve one year in the troops of the National Guard. I advise the volunteers and coordinators of Navalny after receiving the agenda not to panic and not to run to the military registration and enlistment office. Read the text of the agenda carefully (better with human rights activists and lawyers) to understand for what purpose they call. For example, Yegor Chernyuk is called to clarify military records. The agenda with such a wording is not directly related to draft events. If a citizen did not change his personal data, then it is enough to send a letter to the military registration and enlistment office that there are no changes in his personal information. Such a summons are sent in order to lure the conscript to the military registration and enlistment office in order to already give the summons for draft events there. Of course, it is better not to get a summons at all, so that the military registration and enlistment office does not have any grounds for calling. But if the employees of the military registration and enlistment office are trying to hand the agenda personally, then it makes no sense to refuse to sign, since in this case they will draw up an act of refusal. The activist will be considered notified of the need to appear at the military registration and enlistment office. And in case of failure to appear for draft measures without good reason, the materials can be transferred to the Investigative Committee for the verification for the initiation of a criminal case to evade

It is important to understand that the call for military service is carried out twice a year, in spring and autumn, in strictly defined periods. It is then that draft commissions work. And therefore, only during these periods they can be called to the military registration and enlistment offices for passing draft events. The call to the military registration and enlistment office earlier these terms is illegal, which must be filed with a complaint to the military prosecutor's office. It must be remembered that a person has the right to appeal the decision of the draft commission on military service in a higher draft committee and in court. Remember that the complaint to the court is suspended the verdict of the draft commission before the court decision comes into force. The trials can go for a very long time, so by the time the decision enters into legal force, the call may end itself.

A person who fears that he can forcibly send him to the army should take out a notarial power of attorney in advance for people who can represent his interests in all state bodies, organizations and courts. It is better to choose a relative, friend, lawyer or lawyer in proxies. If the activist is in lightning speed to the army, these people will have the right to protect his interests.
