In the Irkutsk region, a scandal is flared around the dismissal of directors of three rural schools. According to them, they refused to campaign for candidates for the heads of villages in the municipal elections on September 10.

According to the “New” director of the school in the village of Verkhnyaya, Leonid Zavzin, the heads of all schools of the district are hired to work under an urgent contract for a year, from September 1. On August 31, all directors were invited by the head of the district, and half of the 21 school principals handed the contract not for a year, but for one month. “They spoke with all the directors individually,” says Fizruk, and since 2013, the director of the school Zavzin. “But I was specifically told - and others, too, is that this is the decision of the head of the district.” The mayor is afraid that his candidates for the heads of local administrations will not be held in the September municipal elections, so we need to agitate for these chapters. If we are poorly agitated, we will be fired. They told me this in open text. ”

The most amazing thing is that none of the school principals was in the election commissions, had no attitude to the elections. How exactly they were supposed to agitate the parents of students or fellow villagers, the directors were not explained.

The elections passed calmly, the candidates nominated by the mayor won all the village administrations, except for three. In addition, in the Golomets rural settlement, to which the Power Polling Party, the former chapter, a member of the United Russia party, Vera Lokhova turned out to be a winner in only two of three sites. On the Zavzin site, people voted “against”. After that, Koruzina and, according to him, at least three more directors of district schools, where there were sections of the losers of United Russia - in the village of Balukhar and two schools of the village of Mikhailovo - they invited the district administration and offered to quit on their own. “Two Mikhailov’s directors agreed, I refused Balukhovskaya,” says Zavzin. - I personally insulted me. I am two years before retirement. I said: I will leave, but not so. There is definitely a political matter. I have never been engaged in any agitation - neither the pros nor “against”. And for whom to campaign, in all sections only candidates from United Russia, the rest are technical. All serious were removed before the elections. ”

The school spoke for a physical person as a united front. Parents held a school meeting, wrote a letter to the governor.

Attention to the dismissal of teachers was attracted by the Commissioner for Human Rights in the Irkutsk Region Valery Lukin. As he told the New, Leonid Zavzin and the director of the school of Balukhar Ksenia Antipina turned to him themselves. Antipina also spoke about the contract and conversation concluded for a month and the head of the education department of the administration of the Cheremkhovsky district Svetlana Shamanova, who demanded “actively working for campaigning for the head of the settlement”. Antipina, like Kavzin, said that agitation was not included in her function, and Shamanova threatened not to extend her employment contract. After the election, Antipina was also offered to write a departure statement.

“I immediately went to Balukhar,” says Lukin. - The school is small there, only 82 children. The apiary, and the school site, the children there grow vegetables. A good team is so friendly. Since 2007, this director has raised a school from devastation and brought one to the best.

Together with him, the Ombudsman will ask to send local officials, including Svetlana Shamanov. Ombudsman Shamanov said that there was no conversation about agitation. “She said that she has a job complaint to Antipina. I ask: why didn’t you talk about them before and what claims can be corrected in a month? She blushed and did not answer anything intelligible. I asked for acts of checking schools, violations. There is nothing. All the corridors of the school are hung with diplomas. ”

Svetlana Shamanova refused to talk with the "New" and offered to send an official request to the mayor of the district.

“I believe the directors, but talking with them went without witnesses, it is impossible to prove that they were,” says Valery Lukin. “But I asked Shamanov to give me a list of school directors, the contract with which was concluded for a month.” If he coincides with the list of areas where the municipal elections have passed, I will have indirect evidence of the correctness of the directors. ”

So far, the Ombudsman focused on the evidence of the illegality of the dismissal of teachers and suggested that the district administration resolve the conflict in a pre -trial manner.

In addition, the Ombudsman turned to the Minister of Education of the region Valentina Peregudova with a request to give an expert assessment of the practice of concluding contracts for one month and called the mayor of the Cheremkhovsky district to Soboykin. "I called, I say:" What do you have there? " He says: “What do you need? These are our managerial decisions. This is my right. " Well, that's it. "

When the Ombudsman has already published messages about the dismissal of two directors, teachers and parents of students from school in Mikhailovka addressed him. There, the director was also dismissed, 40 teachers and 200 parents signed letters to her defense. The director herself ended up in the hospital. With the Ombudsman, she spoke reluctantly. “He says:“ I'm tired, I'm sick, I'm not conflicting and I do not want to participate in these matters, ”Lukin explains. - Although parents and teachers are ready to fight for her. It’s not very comfortable for me to engage in people who do not want it. And I evaluate this: if the teacher cannot protect his own dignity, then I question his ability to educate him in children. ”
