The founder of Telegram Pavel Durov spoke about the requirement of the FSB to decipher the traffic of the messenger. This is a consequence of the messenger included in the Russian register of the organizers of the dissemination of information. According to the Law “On Information”, companies from the list must store data on the transfer of messages within six months and, if the security forces request, give them the keys to decrypt.
Durov has repeatedly stated that not a single government in the world would receive keys from him to decrypt of traffic, since they do not exist.
“In 2017, the exchange of secret information was built on tip encryption, to which the owners of instant messengers do not and cannot have“ keys for decryption ”. These keys are stored only on the devices of the users themselves, ”explained the creator of the messenger.
The FSB drew up an administrative protocol on Telegram due to the messenger’s refusal to provide the keys.
“The lawyers informed me that I could theoretically face the difficulties of leaving the Russian Federation after entering due to the consequences of such protocols,” Pavel Durov told Vedomosti.
We tell how in other countries they fight an anonymous messenger.
On September 26, Iran’s authorities opened a criminal case on Telegram and Pavel Durov. This was reported by the Iranian agency ISNA, writes AP. Iran’s prosecutor’s office said that terrorist organizations, including the “Islamic state”, and criminal groups use the messenger. According to investigators, with the help of Telegram they also disseminate child pornography and information about drug trafficking and people.
Durov in response stated that moderators regularly blocks terrorist and pornographic content.
Now in Iran there is a register of owners of Telegram channels, they should obtain permission from the Ministry of Culture of Iran. They are also obliged to add to the bot channel, which collects information about readers for the state.
Iran’s authorities also learned to calculate the owners of the channels. Republic wrote in detail about this earlier. After the arrest of channels, they are offered exemption in exchange for the transfer of special services to the channel. After that, the channel is removed. The general prosecutor of Iran said that in a month the authorities would block 16–20 thousand channels.
In July, Indonesia authorities announced Telegram blocking due to the fact that the messenger did not respond to the statement of the Ministry of Communications of Indonesia and did not delete the channels associated with terrorism. As a result, the website of the site was inaccessible to users.
Pavel Durov first stated that the messenger did not receive complaints from the Indonesia authorities, but later admitted that the moderators did not manage to react to the department of the department. He promised to form the Indonesian team of moderators that would block terrorist content faster.
The problem was resolved after Durov’s trip to Indonesia and a meeting with the minister of communication Rudiantar. The official said that they managed to agree with Durov regarding the fight against illegal content.
In June, Durov wrote that during a trip to the United States in 2016, his developers tried to bribe it twice, and the FBI pressure exerted pressure on him. He spoke about the details in an interview with The Baffler later.
According to him, special services agents first interviewed him at VKontakte airports and cooperation with the Russian authorities. In the summer of 2016, FBI officers came to his rented apartment in San Francisco. They invited Durov to create an “informal additional channel” for Telegram to exchange information about the terrorist threat, the creator of the messenger said. He was allegedly shown the court ruling, but he considered it a trick.
According to Durov, it also turned out that the FBI agents in the summer of 2016 offered his developer to become an FBI consultant. He was offered to transfer to the special service information about the device of the messenger in exchange for a large amount of money. The developer refused, after which representatives of the special services visited him again.
After protests in 2015, attacks on human rights activists and activists began in Beijing. Then the pro -government newspaper People's Daily called Telegram a platform with which activists coordinated their activities. After the public confessions of human rights activists in the fact that they used the messenger, he was blocked in China.
Access to it, however, remained using a VPN connection. Representatives of the opposition after blocking switched to WhatsApp. The closure of access to this messenger in China became known on September 26.
