
The Government of the Russian Federation decided to increase secret expenses in the federal budget of the current year, RBC reports with reference to the amendments secondly by the Ministry of Finance. In an open part, expenses are reduced by 58.5 billion rubles, to 13.61 trillion rubles, and the closed part increases by 184.3 billion rubles.
Based on the total cost level of 16.72 trillion rubles, the share of secret allocations in the budget will increase to 18.6% compared with 17.7% following the results of summer amendments and 17% in the initial law on the budget for 2017. The materials of the Ministry of Finance are not given the opportunity to judge in which areas in the extensions of closed expenses occurs, but usually the "lion's share" falls on defense and safety, the publication notes.
For example, a new point appears in the text of the bill, according to which, out of reserved funds, allocations of 3 billion rubles on the Safety Authority for FSO expenses, “related to budget investments in state property objects” can be sent. In the open part of the budget, no changes in the subsection "security authorities" are proposed.
Earlier it was already reported that the government classified the sixth part of the budget. Given these shadow allocations, according to which the Cabinet does not report publicly, the financing of the articles “National Defense” and “National Security and Law enforcement” can amount to 5.121 trillion rubles in 2018, which is 316 billion rubles, or 6.5% more than in 2017 (4.85 trillion rubles).
The secret costs of the Government of the Russian Federation reached the record level in 2016 - initially in the Shade there were 2.929 trillion rubles (18% of the budget), but in October the amount increased to 3.609 trillion rubles due to additional guarantees for state defense orders.
