With the head of the Nenets Autonomous Okrug Igor Koshin, we talked a couple of weeks ago, when rumors about the fan resignation of the governors did not yet go beyond the limits of the Kremlin walls. Today Igor Koshin - officially - of his own free will and in connection with the transition to a new place of work, left his post. Although the day before I denied any hint of resignation.

One way or another, the model of the exit from the crisis, embodied in the NAO, is quite applicable on a country's scale, if you consider Naryan-Mar-as a pilot project. Nenets Autonomous Okrug is a sparsely populated region. 44,000 people for 176 700 km². It depends entirely on the production of hydrocarbons. The raw material companies provide a good half of the budget. The extreme north. The most difficult logistics. Lack of roads. The population living on benefits. Problem communal infrastructure. The sky -high value of energy carriers. Reduced model of Russia.

- Only became the governor. I am looking for my deputy. They say he is in Australia. I think: he does not earn so much! But it turns out that he flew there at the expense of the state. He headed the region in February 2014. By the end of the year, his budget fell along with oil prices.

According to the raw materials agreement, 63.4% of the total income from the Kharaga deposit (operator - “foreign” belongs to the state. This amount is divided between the budgets of the Russian Federation and the NAO. At a price of $ 90 per barrel, the district received 6 billion rubles a year from Kharyagi, this is a third of the district budget. At the price of a barrel of $ 40, the deposit, taking into account production costs, generally ceased to profit. The district pressed on the oil workers, as a result, barely received 1.8 billion. And expenditure obligations remained the same. Where the oil money went, people had to explain.

He explained to people about oil Koshin personally and publicly. A year ago, when the internal resources of the district were finally exhausted, he invited residents through the Internet to an open meeting in the recreation center. It lasted five hours - until the last question. Answered one.

Koshin's answers at the meeting did not arrange everyone. Then residents were invited to choose what to reduce expenses: IT-Schools of the government on the knee built an online group to renew the budget. Most of the people voted for reducing civil servants. Koshin fired every fifth official.

From this moment, his problems are drawn with regional corneys that have support in Moscow. In the 20,000th Naryan-Mar, the administrative reform affected almost every family: there are all relatives. At the exit, the reformer received powerful discontent and sticks in the wheels. Because, not limited to dismissal, he also reduced the remaining officials of salaries by 30–40%. For yourself - by 47%.

At the end of 2016, deputies of the district pushed their own additional payment: a double salary before vacation. Koshin signed the law. True, he deleted himself from the list of "beneficiaries".

- Of course, I gave up in vain then. All dogs were hanged on me. But before that I reduced salaries to them, I canceled the free road abroad, and this payment, small compared to how much we saved, was like compensation.

They cut, of course, not only the salaries of officials. Library optimization here went on, as elsewhere. True, the libraries themselves did not close, only accounting was united. But the measure is still unpopular. And then the governor waved to the holy - to the benefits.

On paper in front of me, a list of payments that residents of the region receive. Total 29 species. On average, it turns out 55 thousand per year for each resident. For a child who does not visit the kindergarten, they receive 6 thousand a month here, for the third child in the family - 21 thousand, 10 thousand benefits, paying to the old people born until 1945, - 7 thousand ...

At the same time, the gold edge of the NAO cannot be called: the prices in stores are sky-high due to complex logistics and the high cost of utilities.

“Free big money is a trouble for a person and region,” Koshin recalls how he tried to reformat the approach to the distribution of benefits. - I introduced partial payment, for example, by parents of children's circles, school food. Previously, everything was free for free.

Giving not money, but opportunities - a measure and necessary and necessary. The departure from paternalism is the only hope of the economy in the crisis and not only. But it is always living and always not taking root well. So in the NAO Libertarian wind, far from everyone came to love.

-No, no, the people who are ready to work are full, you need to give them the opportunity. For example, we wanted to build a slaughterhouse for the needs of reindeer husbandry for 149 budget millions. I called farmers, suggested: they build ourselves, and we subsidize 50%. Built for 75!

Every evening, Koshin went to a kindergarten construction, once a week to build a school. Long -building is the problem of the district. He decided it manual.

- Locals are not needed in the oil industry, people from all over the country work there, including from Murmansk. We will enter a quota for a certain number of local workers. Of course, their qualifications are not satisfied with the employer. We are already rebuilding the work of local schools. We are already building a training ground with a training oil well! The equipment will be bought by oil companies themselves, ”he made plans. - Here they are used to the fact that there will always be money. And they ended.

Whether the new governor uses a given development impetus is unknown. The black rumors in Naryan-Mar-about an imminent administrative merger with the neighboring Arkhangelsk region, which oil revenues, even very fallen, would help to avoid complete economic failure. By the way, there is money in the district again. Liberal reforms gave the result. The income of the NAO per year (by July 2017) increased by 92%. The district became a leader in the Russian Federation for this indicator.
