"Our trump ace is the Governor of the SAS!"

The 20-year rule of the Varangians in the Krasnoyarsk Territory ended. What does this mean for the key region?

The acting of the Krasnoyarsk governor has become Alexander the USS, to this day - the speaker of the regional legislature, the indigenous Krasnoyar, the peasant son and doctor of legal sciences, the entire career of which was associated with the edge for 20 years. Exactly 15 years ago, the USS lost in a fierce, cheerful, lively struggle Governor's elections to Alexander Khloponin, now the Deputy Prime Minister of the Russian Federation. But if you sit on the shore for a long time, then at the age of 62, having survived the five governors - you will wait. Dreams come true.

In the modern era-with its faceless “universal soldiers”, who are transferred from divisions to advice to directors and from the region to the region-a lot has been done in order to level the factor of regional patriotism, but such things are not amenable to regulation, and for Krasnoyarsk a native person after the 20-year reign of the “Varangians” is, which is already nice. But no more: there are no illusions regarding the independence of the heads of regions in the regions themselves.

The week began with the fact that for two days in a row the president appointed governors similar to each other brunettes with glasses, with intelligent physiognomies, differing only in shades of ties. Now these are not “young effective managers”, but “young wide -profile specialists”. Based on this, the region was already tuned to the return of one of his worthy sons - Alexander Novak, Minister of Energy of the Russian Federation. It was he who could become the third “from the casket”, with dignity to continue the emerging visual trend. Well, or the brunette Mikhail Kotyukov, the head of Fano, - he also did not particularly get out of this series. However, there is no need to list the entire short-list of widely advertised candidates, from the moment the former governor Viktor Tolokonsky, without waiting for the presidential decree, took off his authority and flew to his native Novosibirsk, something went wrong.

And in the end, all the possible Guttar -Perschev and young, almost Androids, preferred a bison of the local political scene, mercilessly in their years of exploiting the idea of ​​Krasnoyarsk patriotism. The USSA was called (still called) the leader of the "Party of the Krasnoyarsk", "Party of the Krasnoyarsk people." And this appointment does not fit into any of the Logik of the Guberopada previously discussed by numerous experts-the rejuvenation of the Governor's Corps (although formally-yes: 62-year-old SAS for 1 year and 4 months younger than the former governor of Tolokonsky), the rotation of leadership personnel, the preferences of the “technocrats” to public politicians.

In 2002, the Krasnoyarsk residents first heard the song of the author and performer of the Russian chanson Vyacheslav Medanik “Our trump card is the Governor of the SAS!”.

The circulation recognized her as agitation, demanded trials, but she quickly went to the people, and her long years could be heard in a taxi, in the market, in taverns, and in rural holidays, and even, in the nightclubs of Krasnoyarsk.

Then, in 2002, in the region where the interests of all powerful financial and political clans were intertwined, they fought for governorship-if the Norilsk Nickel (Khloponin) and the Rusal Deripaska (respectively, the USS) were fought for governorship. In the first round, the USS defeated, in the second - Khloponin. But there were few elections, Putin’s personal intervention was required. Exactly 15 years before Putin, Putin’s decree on the appointment of the USS, on September 29, 2002, the defeat of the USS refused to recognize the priest (the Central Election Commission recognized), and on October 3 the president appointed Khloponin - and this was legally doubtful.

That was the first call, the very beginning of the “manual management” of the Federation, the first presidential appointment of the head of the region. And it only seemed that since then the governor's ambitions of the USS had run out, and he was completely satisfied with life. Estates near the Krasnoyarsk and on the shores of the Krasnoyarsk Sea, in the village of Akulinino near Moscow - next to the area of ​​Arkady Rotenberg and at one time the possessions (with a shibustic storage) of the former head of Russian Railways, Vladimir Yakunin (now not him), golf, tennis, horse, trips to the Council of Europe, trips to Brussels, etc. But the SAS, of course, is not one of those who come to terms with defeats. Let them have passed 15 years, the injury is not outdated.

The SAS is not only the most influential, charismatic and experienced from the indigenous Krasnoyarsk politicians. He is the richest, although he practically did not work in business.

So well: successfully invested in real estate, and the wife successfully played on the exchange.

The background at the new Krasnoyarsk governor is amusing. This is especially true for the 90s, when in Krasnoyarsk it was clearly smelled of powder burning and blood, and the SAS, being the vice-governor, oversaw the law enforcement agencies of the region. And he was close to the then “shadow governor” and the co -owner of the Krasnoyarsk Aluminum Plant Anatoly Bykov (later condemned for 6.5 years for organizing the assassination attempt to kill and amnestered after condemnation for the hiding of another murder).

When the election block “Ours!” Is created, they will stand at the Lube election concert together: USS, bulls and, for example, Oleg Ulyanov, police colonel, proclaiming the slogan about the need to return the “hachiks and take -off” to a historical homeland. Even in the associates of the USSA, the deputy Oleg Pashchenko appeared, who became famous for the attacks on the writer Viktor Astafyev and Neanderthal publications in his “Krasnoyarsk newspaper” (beyond the grade of any, even the most approximate concepts of morality).

Only one fact from the past, the murder of the correspondent of today's newspaper Vadim Alferiev in December 1995. “New” wrote about this case on February 20, 2006 (“The crime is disclosed. But criminals cannot be punished”). Our investigation then showed: who, why and how Alferiev was killed, the authorities are known that the case No. 2003012 is practically disclosed, the set of evidence is huge, but it has not reached the trial and will no longer come - no chance. Moreover. It is not customary to discuss his oddities in Krasnoyarsk, they do not talk about him.

Alferiev was killed two months after the light saw his material about the mansions of the Krasnoyarsk elite in a successful (local Rublevka). It also mentioned the Bohs of the USSA, then - a member of the Council of the Federation, the head of the legal department of the regional administration and the deputy chairman of the interdepartmental commission for the fight against crime and corruption (the house, however, was recorded on the father of Alexander Usa, the hero of social labor, Viktor Usa, deserved - without any reservation - man). Three days before his death, Alferiev returned to the topic, writing about the struggle for land and arson in a successful one.

Both the version of law enforcement officers, and the entire set of evidence, to which the “new” gained access, and our own investigation clearly showed how the message about the admonition of the journalist was descending from the general offices lower than the bottom, to the last scumbag. Alferiev could be eliminated for the sake of UPS. Kill "as a gift." He himself did not order a newspaper man; he decided to “provide a service” of criminal elements from the most famous in the region of the organized crime community. The crime, therefore at that time, was prosperous in the region that he was a bit to the aspirations of power. Such an excess executor, a well -known business.

Moreover, a few days before Alferiev they killed a guy who lived with him in the same entrance and similar to him. The operatives believed that, having received an order, the killer confused. After that, tax police officers came to the editorial office of today's newspaper - Alferiev, the killer showed the killer.

The investigators considered Sergei Ismailov, a friend of Bykov, Killer. In the press and in closed certificates of law enforcement agencies, they often wrote that Bykov was nicknamed Celentano. In fact, this is the nickname Ismailov. He lived next to Bykov - in that famous cottage village in Own behind a single fortress wall, where in six houses the “shadow governor” settled the closest associates. When they died or disappeared, their relatives copied the cottages to other Bykov friends. So, Chelentano was settled in the cottage of the missing in 1994 in 1994. But immediately after the murder of Alferiev, he disappeared. In 1997, I asked Bykov about Chelentano and Alferiev. Who is Alferiev, Bykov did not remember. And about Ismailov said that it was his friend.

Then General Lychkovsky died - it was he who sent his employees to the bandits in order to curb the press with their help. Having resigned, he somehow went by train for mushrooms. And disappeared. The body was found by accident. They said - the heart.

There is no reason to say that this is due to the case of Alferiev. It just turned out so badly. As, however, with those who have tried to reanimate the investigation in the FSB and the Ministry of Internal Affairs for many years. Lieutenant Shiryaev General died in 51, shot Major Nazarov, who retired from the post of deputy head of the slaughter department of the Central Internal Affairs Directorate. As a result - void, Zero, no complaints about anyone.

The point, of course, is the past. But it is sometimes enough for the heels.

In the Kremlin, UPS has always been treated with wariness-due to self-sufficiency, thoughtfulness, merchant rehabilitation, proximity to Bykov. USS did not at first consider the candidate for this post. From the side it looks that the loud clap of the door and the old -regime dignity that Tolokonsky (and which he lacked all the years of his Krasnoyarsk governorship) demonstrated during the departure), violated the Kremlin technology. The edge decided to give "their own." But the one from whom it is easy to twist the ropes, using his past. Why not Bykov? He has even more rating, even more electoral figure. There is no news in the methods of the supreme power, the thing is that for the local voter there are only long -standing speeches about regional patriotism, one of this alertness or dislike of the Kremlin already apologizes in his “forced” chosen one almost everything. And such a moral relativism cultivated by the regime seems to be one of the most disgusting features of our time.
