According to Fontanka, the Committee on Law, Order and Security of the government of St. Petersburg finally refused to Navalny's local headquarters to hold a rally-meeting in the center of St. Petersburg. Vice Governor Konstantin Serov told the publication on September 29 that the authorities plan to do the same in the future.

The "Caucasian Knot" writes that the Sochi administration has rejected five applications to hold a rally with Alexei Navalny. In response, local authorities refer to the "plan for holding citywide events on the territory of the municipality." According to them, the places announced by the activists are already occupied by other events at the indicated time. The administration of Sochi did not offer alternative sites. At the same time, there is no information on the holding of any events in the calendar of city events.

The coordinator of the local campaign headquarters, Lilia Chanysheva , told Kommersant that the authorities are refusing either because the declared seats are occupied, or because "it is forbidden."

The Vakhitovsky District Court of Kazan for the fourth time refused to satisfy the application of the activists of the local headquarters of Navalny, who asked to declare illegal the refusals to coordinate rallies in support of the politician. According to Vechernyaya Kazan, this time for the first time the mayor's office submitted documents to the court showing that all the venues proposed by the oppositionist's supporters were indeed occupied.
