The hall was full of residents of the city, but only a few people showed interest in what was happening and participated in discussion. Mostly representatives of the meeting of the city public organization "Kaspiysk - My City". According to a member of her reign, Svetlana Bagmet , the state employees were driven to the hearing.

The changes will affect dozens of land in different areas of the city. So, for example, the lands of agricultural machinery microdistrict. South can acquire the status of a multifunctional residential and business area. In areas of small and medium number of storeys, it will be possible to build multi -storey buildings (for example, on Ilyashenko St., as well as at the intersection of the streets of Ordzhonikidze and Makhachkala). There will also be a betrayal category of land in the area of Dagdisel recreation: from the zone of sports and green plantations to apartment buildings.

The chief architect Ahmed Makhov explained what the amendments to the general plan are related to. According to him, the city administration received many appeals from legal entities and individuals to change the type of permitted use of some land plots. For their more rational application, the mayor's office approved these applications and now it is necessary to amend the general plan, or rather, to the function of functional zones.

“Basically, we are talking about the transfer of lands under medium-storey residential buildings, zoning in the area of the road to a brick village, and the transfer of production areas to the social and business area. Also, several sites are transferred to the category of housing multi -storey construction, ” the architect listed.

- We came to discuss, let's decide for each site. Who is the owner, what he wants to build, on what basis, what is his project, whether people with these changes agree, ”Bagmet suggested.

- Today, the legitimacy of the allocation of land plots is not affected, and to whom they belong. Today is a hearing about amendments to the general plan, ”answered Makhov.

Kaspiysk - My City Member of the board Khabib Aigumov stated that the hearings are illegal, as the city hall violated the legal procedure for their implementation: “Change in the general plan is accompanied by a certain procedure. Individuals/legal entities are addressed about changing the category of land. If the administration decides in their favor, then it must develop a draft amendments, solve the issue of financing these works and issue a design assignment. However, we are not familiar with these documents, they are not on the site. This project was illegal from the very beginning. And the prosecutor, by the way, was protected on him. ”

- It doesn't concern you! - shouted the head of the legal department, Rabazan Magomedov .

Aigumov’s proposal was considered illegal to the protocol.

“What does these changes bother you?” Makhov asked.

“It does not suit the density of development, which does not take into account either the transport or engineering infrastructure,” Aigumov answered.

To this, the architect noted that activists are running in front of the steam locomotive: “First, changes are made to the general plan. Then a task is given to develop a planning project, which is also put up for public hearings. Then you will speak in density. And now only functional zoning is changing. ”

Most of those present voted for approving the draft change in the general plan. There were also abstained. Bagmet also asked to attach to the signature protocol 561 Caspian residents, opposing amendments to the general plan. The results of the hearings will be announced for several days.
