Then, somewhere in the spring of 2017, there were rumors that in fact everyone agreed on everything: from the famous palace, where the university still moved by the decision of the first mayor of St. Petersburg Anatoly Sobchak, still have to leave and give the premises “who needs”, and part with the license to part. However, then - according to the agreements - it will be possible to calmly get a new one. And continue the work. It seemed: the whole point is that someone needed the building, if-not a whole quarter, as St. Petersburg insiders say. Such a version seemed plausible even to many university employees.

But to which the vengeful and influential today the “developer” went, as well as the supervisor: on September 28, Rosobrnadzor refused EU to issue a new license. Did you agree badly? Or it was clear in advance how this story would end - at least judging by the fact that the rector of the university Oleg Kharkhordin, tired of fighting and, probably believing that the problem, including in it, has received a scientific degree in the United States, resigned in the summer? And maybe these are still the very “developers” who are very motivated ideologically, do not like the word “European” and the formation of a modern type, considering it a conspiracy against Russia? And perhaps, having gathered together at the Grai Guza glass, they sing, weakening the knots of ties and embracing, with a slightly hoarse voices: “How are the tires lingering lingering, / not all cloudlessly in fate, / let's drink, men, for those who serve in the FSB”?

Yes, of course, this is a story about the university - one of the best in the country, as the monitoring of mini -shacks testifies. And the best in modern Russia is impossible. It’s possible and have an excessive number of professors who have studied, defending, working in the West.

This is a story about Russian special services that are not ready to endure the existence of such a university as a European university in the country, which they consider to be their feudal estate.

But this is a story about the scale of powers and the degree of influence on the current political events of President Putin. And about his personal political views. And about his relationship with his native office - the heiress of the KGB, the FSB.

In 2008, President Putin could influence a number of organs completely independent of him, his power even extended to the great and terrible fire supervision. And in 2016-2017, President Putin could not affect a number of bodies independent of him.

How did it happen? Let's try to reason logically.

There are two options: a) or no one seriously perceives the head of state, and these are repeating stories, we recall at least an episode with “fools” who plant Kirill Serebrennikov; b) Either they take them seriously, but each time the messages that come from above are decrypted in different ways. In the sense that there are replicas and orders that should not be taken close to heart - they are for the public, and not for decisions. That is, pronouncing the word “fools” or giving a written instruction to the deputy prime minister Olga Golodets “support” so that the educational process at the European University is not violated ( see above the photocopy of resolution No. 2 of November 23, 2016 ), the first person only fools the public and the intercessors for the victims, and those who need to, understand that they should continue to work on the university, according to the university, according to the university, Serebrennikov or some other plots.

The only problem is that no one was going to introduce the public to how the head of state refers to a particular story. The word "fools" accidentally became known to the general public. And about written orders to solve the problem of the EU in favor of the university and that the rector of the university Oleg Kharkhordin spends more time in Moscow corridors than in St. Petersburg, the general public did not really know.

What is this talking about? At first glance, this suggests that Putin cannot and does not want to solve all problems in manual control mode. Therefore, numerous political and financial groups of influence have a large space for the struggle-both their own kind, and with those whom they consider enemies of the state and homeland. And the head of state provides the head of state most of all for actions: the stories of criminal cases on Alexei Ulyukaev and Nikita Belykh are too obvious evidence of this thesis.

The first person is only ready to observe, and his words and orders mean nothing when the FSB is taken up to work. And none of the civilians, with the highest status, cannot do anything. According to the editor-in-chief of NT Evgenia Albats, at a meeting with the editors of this spring, Deputy Prime Minister Igor Shuvalov, after her question about the fate of EU, called Deputy Prime Minister Olga Golodets, and she said: “We will fight for the European University.”

But the situation continued to deteriorate. And in July 2017, Alexei Kudrin again went to the president and for the third time asks the President to prevent the deprivation of the EUSPB of the premises, which will inevitably stop the normal educational process and lead to the closure of the university.

What can we say about the institutions of science and higher education - such universities as the EUSPB, in the eyes of the FSB, can not deal with anything other than propaganda, forming a hostile attitude towards the Russian Federation. And in the history of the European University, which, according to NT, the FSB Constitutional Service is also engaged in the FSB, there were once joint programs with Western universities. Since people in uniform are used to associates themselves with their homeland - “state is we” - they consider themselves entitled to “protect” the constitution, violating it. Because they are higher and more important than the Constitution.

The by -product of this activity is the struggle that goes into the war with Alexei Kudrin, who not only was liberal, but also has at least intellectual influence on Putin. And for people who would like to remove the former Minister of Finance from the political and expert field, that is, from the president’s ear, it is fundamentally important to replay him in history with the EUSPB. Thanks to the FSB, the significance of the European University has become disproportionate for its "physical" scale: EUSPB will remain - this is one Russia, it will not remain - the other.

And then a suspicion arises: maybe Vladimir Putin could save the university, but, unlike 2008, not only does not want to do this due to an indifferent attitude to this plot. Namely, what wants to destroy EU as an alien element in the system he built. And with all the others-the former Minister of Finance and the author of the new program of modernization of Russia, the government, the scientific community (real) plays ordinary Chekist cat mouse cats.

So it turns out that today Rosobrnadzor is the most powerful state body that can completely ignore the presidential resolutions. Until the president removes the phone and calls the curators of all Rus' on the Lubyanka. So, I did not consider it necessary to remove this very phone.
