The Berezniki authorities considered that the picket of Navalny's supporters could violate the article on mass riots (212 of the Criminal Code). This follows from the document, which was published on Twitter by the head of the campaign headquarters of the politician Leonid Volkov.

The city administration writes that the real purpose of the two-hour picket may be to organize a meeting with Navalny, and since, according to the authorities, the videos with his participation contain “calls for mass violation of the legislation of the Russian Federation”, it follows that the data received by the administration “give reason to assume that the goals of the planned public event do not comply with the provisions of the Constitution of the Russian Federation and violate the prohibitions provided for by the criminal legislation of the Russian Federation (Article 212 of the Criminal Code)”.

Volkov clarified that Navalny was not going to Berezniki, and the activists filed a notification for a regular campaign cube.
