
The Ministry of Defense consider the state of the Russian Navy to be satisfactory, but they are concerned about its technical equipment. This is stated in the report of the military department "On a comprehensive assessment of the state of national security of the Russian Federation in the field of marine activities," Kommersant reports .
In 2016, five warships and two patrol boats were included in the fleet, this year the Navy will replenish seven ships and nine boats. The report states that the analysis of the potential capabilities of the fleet over the past five years has shown "stable positive dynamics."
However, the state of the sphere of navigation-hydrographic support in the report is characterized as "unstable." Even taking into account the receipt of new boats to the Navy, the proportion of ships who led the established deadlines amounted to 87 percent. The absence of new courts was compensated by the modernization of the old ones, due to this it was possible to bring to the desired state of 32 percent of the boats.
According to the military department, in the "crisis" state there are global information systems for the needs of the fleet. The new technique does not act and you have to use the old one, which it is time to write off. The document notes that the most thing is the case in the Arctic and Pacific regional directions. Monitoring of the underwater situation is carried out using the Severovaniac hydroacoustic complex and the Anaconda electromagnetic station. However, their capabilities are not enough to cover all directions.
Problems with the ship's composition are also affected by patroling of sea borders. To complete the entire range of tasks, military sailors should receive 5–8 sailing ships and 20–25 border boats per year. In addition, it is necessary to start the construction of border icebreakers. Russia remains the only of the Arctic countries that do not have ships of this class.
The report emphasizes that "there is a decrease in the number of ships, vessels and boats." Until now, the previously planned head and first serial frigates of Project 22350, the head of the large landing ship of Project 11711, as well as the head ship to support project 23120.
At the same time, the report notes that despite the “increasing threats of national security” in the ocean regions and sea zones, in the near future the possibility of “large -scale military operations” against Russia from marine and ocean directions is unlikely.
