
The European University in St. Petersburg has changed its status from a university to a research institute for the duration of the receipt of a new educational license. This was reported by TASS with reference to the head of the apparatus of the rector of Alla Samoletov.
"At today's meeting of employees and former students, the rector of the European University, Nikolai Vakhtin, said that at the time of receipt of an educational license, the university will continue to exist in the form of a research institute with an educational expert agenda," said Samoletova.
The European University no longer has students, the representative of the EU stated. About 10 percent of them were transferred to other universities, the rest were expelled. “We will try to get a license to infinity, but we do not know how much time it will take,” Samletova noted.
The authorities repeatedly, under various pretexts, created obstacles to the work of EU. So, in April 2016, Rosobrnadzor completely suspended the state accreditation of higher education programs at the university.
On December 7, 2016, Rosobrnadzor announced the suspension of the EU license . The university filed a lawsuit in arbitration, and on December 13, the judge of the Arbitration Court of St. Petersburg and the Leningrad Region Tatyana REVSKA as a security measure for the time of consideration of the appeal obliged officials to return the right to work the right to work. The next day , the license was restored .
In early February, the Moscow Arbitration Court rejected the university’s lawsuit against Rosobrnadzor, filed in connection with the results of the September audit, on the basis of which the university suspended the license.
On March 20, the Revskaya judge confirmed the decision of Rosobrnadzor to cancel the EU license, rejecting the university’s lawsuit filed to the department. On May 25, the Arbitration Court of Appeal left the EU complaint to this decision, since the applicant did not attach all the necessary documents to it.
In July, the European University asked to cancel the old license to be able to arrange a new one. On August 2, EU submitted to Rosobrnadzor an application for a new license to carry out educational activities and the necessary set of documents. After entering additional documents requested by the department, on September 8, the application was accepted for consideration on the merits.
In January of this year, it became known that the Committee for Property Relations of St. Petersburg filed a lawsuit against the eviction of the EU from the occupied building - the Palace of Kushelev -Bezborodko on 3 Gagarinskaya Street, the lawsuit was satisfied, and until October 10 the university should leave the building. The university administration rented a neighboring building on the same street, house 6.
On September 28, Rosobrnadzor notified EU of the refusal to issue an educational license . Experts of the department revealed a discrepancy between the parameters of the building, where the European University temporarily moved, the requirements of the law. In particular, the building is not adapted to teaching students with disabilities, and also does not meet the requirements of conducting classes in a number of humanitarian specialties. What exactly the "material and technical support" is absent for this is not specified in the documents.
