Dismissed for the elections

Immediately after the regional elections, in less than a month in four rural schools of the Irkutsk region, their director was dismissed. They claim that the reason for the dismissal is a refusal to campaign for candidates from the ruling party.

On October 2, the administration did not extend labor contracts with directors of four schools of the Cheremkhovsky district of the Irkutsk region. The director of the school in the village of Verkhnyaya ITO Leonid Zavzin and the head of the village of Balukhar Ksenia Antipina, the official complaint to the Ombudsman of the Irkutsk region and publicly announced that the district administration demanded that they were agitated for candidates supported by the mayor of the district, United Russia Viktor Sobokin.

They said that the contract is only a month due to future elections. And what will depend on their results, will extend the contract with us or not

- August 29, as usual before the start of the school year, directors of the district schools were gathered in the local district for signing an employment contract. Only this time with some of us (coincidence, but these were school principals in those municipalities where the elections of chapters were planned) contracts were concluded for only a month - from September 1 to 30. Previously, this has never happened. Each of us separately was invited to the office of the head of the Department of Education of the district Svetlana Shamanova. And there, when signing documents, they directly said that the contract is only a month due to future elections. And what will depend on their results whether they will extend the contract with us or not. She did not name Shamanova’s name “necessary” the candidate. I hinted that this is a candidate that the mayor of the district supports. He himself is from United Russia, and in the heads of our Golomets municipality only one unicorn was running - the previous head of Vera Lokhov. Of course, I was immediately indignant: what threats?! I gave the teacher to the teacher for 30 years, I served the director at this school for almost five years, I disappeared there for days, so that - that’s how they blackmail me?! The point is not only that I was left before retirement, I myself was ready to leave at any moment, but in the case, and not in such an ugly way.

In the Golomets municipality with the administrative center in the village of Golometa, six more settlements are included, including the village of Verkhnyaya ITT, at the school of which Leonid Zavzin worked until October. First, he, a physical education teacher by education, worked there for several years with a physical school. Later he became the head of the Golomets municipality, winning the elections twice in a row. In the third election, he lost to the current winner Vera Lokhova. This year, for the second time in a row, she wins the struggle for the chair of the Golomets chapter.

- I am not surprised by these results. She did not have serious opponents in these elections, some “technical” reached the lists, ”said Zavzin. - Nevertheless, on the site that is located in the Verkhneiret school, Lokhova lost. And on the other two I won, as well as the elections in general. But, apparently, due to loss of our site, as well as because I publicly declared threats and generally began to resent, I was not left and fired.

By the way, not all villagers were convinced of the absence of real opponents in United Russia in Golomety. However, absolutely everyone says that the rest of the candidates had no chance of victory due to the "administrative resource of Lokhova." The entrepreneur from Golometei Nikolai Kulakov thinks:

For honest elections, I admit, did not count

- I do not agree that all the candidates were "technical". I participated in these elections from the Fair Russia party. And Lokhov walked around the number of votes in at least one site - in the very school of Zavzin. And in other areas, also many voted for me: in general, the gap in all three areas was only 40 votes. Although honest elections, I admit, did not count. Personally, I and many of my fellow villagers observed a picture of a bribery of votes: groups of dysfunctional citizens gathered in search of a “buyer”, their relatives of Lokhova carefully indicated to them the place where payment took place. And the "dachshund" was known to the whole village - 500 rubles for each voice. So if not for such an impudent bribery, she would definitely lose the elections. And, of course, far from a technical candidate. Of course, I know about the dismissal of Leonid Veniaminovich. The village is small, everyone is on your ears! If he is ready to fight, it's wonderful. As I can, I will definitely help. I think so most local ones will do.

According to the 2010 census, only 2420 people live throughout the territory of Golomets education, most of 1866 people live in Golomety. In the village of Verkhnyaya, less than 200 people live, according to the census. But most of the able -bodied residents are forced to go to work in the same sheet - there is nowhere to work in their native village.

- And what kind of work is there? Sanitary and Feldsher point, school, kindergarten and two stores. The rest go to other villages, villages. For example, a local farmer is hired, ”says Olga Makarenko, a resident of Golomety. - Yes, many do not work in our village. Here the director Zavzin also lives in Golomety, and every day he went to the Verkhneiret school for 14 kilometers.

The situation in the village of Balukhar of the Cheremkhovsky district is practically no different from the Verkhneiretskaya. Unless the number of villagers is even smaller - about one and a half hundred people. Local residents say that families with young children still remain in the village in many respects thanks to the 10-year work dismissed after the elections of the director of the Balukhara school of Ksenia Antipina. The Baluhars are sure that the words of the head of the district department of Shamanova’s education about “serious shortcomings in the work of the school leadership” do not correspond to reality, since it was under the leadership of Antipina that gold medalists appeared at the school, the children began to win at regional competitions and olympiads. Their words are confirmed by the archive of the district itself, in which there was not a single documented claim to the director or even comments.

Ksenia Antipina herself with reporters refuses to talk now. However, her fellow villagers say that she also had a confidential conversation with the head of the Department of Education and in this conversation there were threats of dismissal "in the event of poor election results." According to Balukhartsev, the director of the signature under the monthly contract nevertheless put, but immediately stated that she would not campaign for any candidate. It is noteworthy that the election of the head of the Kamennar-Angara municipality, as in the Golomets MO, for the third time in a row, was won by the same party officer of the mayor of the Cheremkhovsky district, a candidate from United Russia Alexander Matveev.

-We know the situation from the inside: Ksenia Antipin refused in principle to campaigning for Matveeva, that is, she went against Sosa. This is the reason for her dismissal. Here the matter is not even in Shamanova, her head of the district simply “substitutes”, but in his personal ambitions. You see, some school principal dared to speak out against his will, and then publicly declare threats and his refusal to agitate, ”says Mikhail Orlov’s inhabitants of the village.

In the Ombudsman apparatus, we were told that Antipin, according to their information, despite the refusal to comment on the situation, is ready to fight against the unfair dismissal.

- In the interests of Zavzin and Antipina, the Ombudsman intends to take a lawsuit, we will do everything possible. Ksenia Antipina did not fold her hands, although her school was checked four times in recent years, but she is ready to fight, ”said the consultant of the apparatus of the Angara region of the Angara region Victoria Khangayeva . - True, we cannot help those directors who themselves do not want to fight for restoration. Here, for example, the former director of school No. 1 from Mikhailovka Elena Ushakova herself did not turn to us for support. Mikhailovtsy asked Ushakov - a letter came to us in her support signed by 200 residents of the village.

On September 12 (a day after the municipal elections), the application was signed at once by two leaders of schools from the village of Mikhailovka - Elena Ushakova and Oksana Skashilova. The ex-director themselves are silent, but their colleagues and most of the local residents are sure that they were forced to quit due to failure in the election of the local united Russia.

The election of the head of this working village (administrative center of the Mikhailovka settlement with 7700 residents) was lost on a single voting day was lost by the head of the Department of Education of the Cheremkhovsky district Svetlana Shamanova, nominated by the United Russia party. She scored half the votes than the self -nominated Andrei Rikhalsky. Mikhailovites believe that this loss was predictable.

- So to say, in our village they dislike her. Her chances were small, ”admits the teacher of the rural school Larisa Melnikova . - On the other hand, Elena Ushakova, according to my information, left herself, of her own free will. Forced? But why? She campaigned for the candidate for whom she was asked?! I did all the necessary work.

Other villagers believe that Ushakov, as well as the principals of school No. 3, was fired “demonstratively” because of the shamanistic elections lost by the United States. Now Elena Ushakova is in the hospital and refuses comments. However, the ex-director familiar to the villagers said that she was tired of conflicting with the district department of education.

In the apparatus of the Irkutsk Ombudsman, they say that residents of the Cheremkhovsky district continue to write to them with complaints that at least six more schools before the elections concluded contracts for only a month. The mayor of the Cheremkhovsky district of United Russia Viktor Sobokin, which was just demanded by school directors to support the protrusion, refuses the detailed comments and only says that "the intervention of the Commissioner for Human Rights in Management Decisions is too excessive."
