
In the company's main radio frequency center (GRCHC), a department has been created, which will study the possibilities of blocking Internet services, subordinate to Roskomnadzor. This was stated by the head of the RKN Alexander Zharov, Izvestia reported .
According to the head of the department, the specialists of the GRCHC conduct research and experiments to limit access to blocked sites, and also study the behavior of "violators trying to circumvent locks and violate the logic of the operation of the lock system." "They interact with companies that work in the field of information security, work out different scenarios of violators' behavior and prepare the relevant scenarios of their behavior," Zharov said.
Roskomnadzor is preparing for the entry into force of a number of new norms on the regulation of the Internet, said Zharov. This, in particular, amendments to the Law "On Information Protection", which oblige the administrations of anonymizers and VPN services to filter traffic and not give Russian users access to blocked sites.
On July 21, the Law on the ban on bypassing the site blocking was adopted in the third reading by the State Duma. On July 25, the document approved the document, and on July 30, President Vladimir Putin signed the law. The law comes into force on November 1.
The law obliges the owners of anonymizers and VPN to independently limit their users access to resources from the register of prohibited, otherwise the services themselves are threatened by blocking. Also, according to the document, search engines will have to delete links to prohibited sites from issuing. The same law is abolished by the "register of bloggers" introduced in August 2014 and all the restrictions related to it are canceled.
On August 29, it became known that Roskomnadzor prepared an order on the procedure for the execution of the law on the ban on anonymizers and VPN . According to the document, services that will not block access to prohibited sites will be blocked within three days.
Anonymizers are required to connect to a special system of Roskomnadzor. Their administrators must provide information about their owner, a network address for access to the system, login and passwords of access to the resource. More than 30 working days are allocated for the connection, which is initiated by the Ministry of Internal Affairs or the FSB.
