
The Department of Capital Repair of Moscow (it is he who is responsible for the program of the improvement “My street”) on September 7 announced his intention to conduct a tender for “implementing a comprehensive analysis and the development of design projects” of streets, which will be landscaped in 2018 and 2019. The winner of the tender was supposed to develop a general improvement strategy: to conduct an “environment analysis”, draw up a technical task for architects and designers, and then control the observance of the developed concept.

In previous years, similar works were performed by the Strelka consulting bureau, owned by billionaire Alexander Mamut. In January 2015, Strelka won a tender for the development of methodological recommendations for the implementation of the My Street program, as well as the development of the concept of improvement of streets in the next two years. The amount of the contract was 922 million rubles. In March 2016, Strelka entered into another contract for 890 million rubles with the mayor for “Development of a concept and landscaping standards of Moscow recreation infrastructure”.
The concepts developed by the “arrow” were not always implemented in practice. For example, for the improvement of the Lubyanskaya Square of the Bureau, the concept of the city center of children's recreation with attractions, sandboxes and a fountain (nearby was located a building of a central children's store, which was ruled by Mamut). Already during the design, it turned out that the construction of a fountain on the square is impossible due to underground utilities and metro station located under the square. Similar stories also occurred on Krasnopresnenskaya, Savvinsky and Bolotnaya embankments. However, this did not stop the Moscow City Hall to recognize the work of the “arrow” of the completed qualitatively and completely pay for it.
According to the previous contracts, Strelka managed to develop improvement strategies for almost 1700 hectares of Moscow streets, using 279 employees for this, including 25 public relations. The new tender assumed the creation of projects for 900 hectares of streets and public spaces, and 125 specialists were supposed to attract for this.
State procurement with a volume of over one billion rubles without fail passes through the procedure of public hearings. The Medusa correspondent turned out to be the only public representative to discuss the contract for the development of the concept of improvement. He noticed that, in comparison with previous similar tenders, the volume of work ordered by the mayor almost doubled - while the cost of the contract increased 2.4 times. In addition, in many streets that should be repaired in the next two years, tenders for the performance of design work have already been announced - even before the city has chosen the developer of the improvement strategy. (For example, this is the case in the case of Ostozhenka and Christmas, Butyrsky Val, the Prokhname, Big Znamensky and Crowned Lane, Lesnaya Street, Pushkinskaya Embankment, as well as territories adjacent to the Gorky Park, Kyiv Station, VDNH and 1905 Street metro station).
During the public discussion, a break was twice, but representatives of the overhaul department could not answer the questions of the Medusa correspondent. “The initial price of the tender is determined by the compilers of estimates on the basis of data on the cost of performing work, and then it is checked by the examination,” explained the head of the Department of the Department Elmira Sultanov, after which she suggested announcing a break and invite the estimates of the estimates.
At the next meeting of the hearings, representatives of the department said that the tender was canceled .
