One of the largest banks in Russia, in whose advertising Vladimir Putin himself took part, lost its license. At the time of the introduction of the temporary administration, 180 billion rubles remained in the accounts of Bank Ugra. Deposits of no more than 1.4 million rubles are covered by insurance. People who had a large amount in their accounts can say goodbye to their money.
“I’m a pensioner,” says Sergei (name changed at the request of the hero). — I lived with my wife for forty years. When I found out that my wife had cancer, at first I couldn’t believe it. We went a hundred times, checked, double-checked, took tests. And then the whole family began to raise money for her treatment. I, my son, my daughter, they are both adults with families, began to sell everything we could. The car was sold, although the son used it to take his wife to hospitals. Not enough. Then - a dacha, we all built it together for ten years, we were happy that in our old age we would move there, our children and grandchildren would come to us. They sold it cheap, there was a big garden and a bathhouse, they didn’t tell my wife. She underwent two chemotherapy treatments, which made her worse, her hair fell out, her appetite disappeared, and severe swelling appeared. It was creepy to look at her. They didn’t bring their grandchildren so they wouldn’t be scared. The hospital said that we need to take him to Germany, there is a chance. I sold the apartment, my son took me to live with him. While the documents were being collected, the money was deposited in the bank for a short period of time. My son was in this bank for five years, and everything was fine. I asked him: “Is the bank reliable? We’re not collecting money for a resort!” And he kept telling me that Putin himself advertised the bank there and played hockey in a Ugra uniform. After the third chemotherapy, on July 10 at 10 am, my wife passed away. And after lunch that same day we learned that the bank would no longer operate. It's good that my wife didn't find out about this. My son is good, but my daughter-in-law reproaches him for the fact that now he has no car, no dacha, no apartment, and now look after me, a pensioner. He doesn’t speak in front of me, but I can hear him. I lost everything, everything, and I didn’t save my wife. How can this be, since Putin advertised?! And we believed!”

Bank Yugra was created in 1990 and ranked 30th in Russia in terms of assets. The main shareholder of the bank was Alexey Khotin (110th place on the Forbes list), who since the beginning of 2017 has invested 25 billion rubles in Ugra.
On July 10, the Central Bank introduced a temporary administration in Ugra due to the “unstable financial position” of the bank and “the presence of a threat to the interests of its creditors and depositors.” The bank tried to challenge the introduction of the temporary administration, pointing out that it had not violated the mandatory standards of the Central Bank. The Prosecutor General's Office also protested the orders of the Bank of Russia, pointing out that the budget would suffer significant losses due to payments. According to the Prosecutor General's Office, Ugra complied with all standards and had the necessary liquidity reserves.
On July 28, the Bank of Russia announced the revocation of the license from Ugra. According to the Central Bank, the bank's management manipulated depositors' funds and provided false reporting. At this moment, the bank's negative capital was estimated at 2.04 billion rubles.
Management of Bank "Ugra"At the time of the introduction of the temporary administration, there were more than 180 billion rubles in the accounts of individuals in Ugra, of which 170 billion were insured deposits. The money will be paid by the Deposit Insurance Agency (DIA). In Tomsk alone, the amount of payments on deposits will be 831 million rubles; accounts were opened with 1,700 city residents.
As noted on the DIA website, the payment of such amounts is a kind of record. The previous record amount paid by the Deposit Insurance Agency is almost three times less: in February 2016, the Central Bank revoked the license of Interkommerts Bank, where 64 billion rubles were “stuck.”
According to Doctor of Economic Sciences Mikhail Delyagin , in the situation with Yugra, there was precisely the cynical destruction of a credit institution that was among the top 30 banks in Russia. If the Central Bank had decided to rehabilitate Ugra, then it would not have had to spend colossal amounts of money on restoring Otkritie Bank , which could have stayed afloat without outside interference, Delyagin notes.
Ex-president of Ugra Alexey Nefedov, commenting on the activities of the temporary administration of the bank, claims that the destruction was carried out by the hands of the interim management. The provisional administration added additional reserves to the bank several times and revalued the value of its assets downwards. As a result, the “hole” in Ugra’s capital grew 43 times and reached 86 billion rubles.
There was a bank here...According to federal legislation, the guaranteed amount of insurance compensation from the state is 1.4 million rubles. Those who had more money in their accounts can try to get money by joining the creditors' queue. To do this, you will need to fill out the appropriate item in the application for deposit insurance, but you will be at the end of the list - first the money is paid for insured events, then to legal organizations and then to everyone else.

Tomsk resident Elena (the names of the characters have been changed at their request) says that the money in the account was left to her from the sale of her mother’s apartment, who died of cancer.
“This money was received from the sale of my mother’s apartment in Almaty, which I inherited according to the will. Before her death, my mother suffered long and hard from cancer. We were offered an expensive operation abroad. Moreover, there was no guarantee of a successful outcome of the operation; the chances were “50 to 50.” But they were! Without surgery there were no guarantees. We offered my mother to sell her apartment and move in with us, and use the money raised from the sale of the apartment to pay for transportation, treatment and surgery costs. Mom refused, citing the fact that there is no absolute guarantee of her cure. She said that she would like to leave it to us, her grandchildren. And she flatly refused the trip. Mom passed away two months after this incident. We sold the apartment, because according to the legislation of the Republic of Kazakhstan, I, as a citizen of Russia, do not have the right to own real estate in Kazakhstan. It was decided to deposit the money from the sale into a bank account and spend it later on educating the children, as the mother wanted.
Now it would be easier for me to think that my mother had no chance of recovery, because if there were chances, then it turns out that I deprived my mother of two opportunities: healing and fulfillment of the dying woman’s last will, by choosing a bank that the Central Bank “sentenced” to bankruptcy.”
Mother of two children, Lyubov and her husband saved for an apartment. They had already chosen new housing, all that remained was to formalize the deal, but then the Central Bank introduced a temporary administration.
“When my husband and I got married, we first lived with my mother in her two-room apartment. Then my son was born. Conflicts began between my mother and her husband. I love both of them, I want to maintain a good relationship, so my husband and I borrowed from friends and exchanged my mother’s two-room apartment for two one-room apartments. With one child it was still normal, but with the advent of the second child it became cramped, the issue had to be resolved, so we sold our one-room apartment, put the money in the bank, moved back to my mother and began to wait for maternity capital to buy a two-room apartment. There was just a little time left, on July 15, 2017, the youngest turned three years old, we had already chosen an apartment, were already making plans for its arrangement, I had already imagined the layout of the children’s room, we were planning a third child, a girl, but... On July 10, a temporary administration was introduced into the bank, and already on July 28 – the license was revoked. All! No apartment, no money, no bright plans for the future, debts and the five of us in a one-room apartment! My husband and my mother are constantly fighting, my mother is angry with me because of the apartment, cramped conditions, crowding, negativity, hopelessness. How could this happen to us? What is our fault? Who is punishing us and for what? Who can protect us?

A resident of Novosibirsk, Ekaterina, was also saving for an apartment. For this she worked three jobs. And she took all the money she earned to one place - the Ugra bank closest to her house.
“I have been working as a doctor for twenty years. I take on any job, in two or three places, in the evenings I wash floors away from my main work, so that my colleagues, God forbid, don’t find out,” says Ekaterina. “I deliver mail early in the morning, I try to choose areas closer to home, so that I wake up at five in the morning, deliver the mail and get to the hospital by eight. My husband is disabled; he gets a job, works for a month or two, and is fired as soon as his disability becomes obvious. He cannot hold a responsible position; he may have seizures at any time. We dress second-hand. Every time I go there, I'm afraid to meet my patients. I explain to the children that McDonald's, chips and cola are bad and harmful, although in reality there is simply no money for them. Children dream of celebrating their birthdays with friends, I deprived them of this dream, collecting money pennies at a time, in the hope of giving them the opportunity to live in their own apartment, have their own children's room. All the money, including child benefits, my son’s prize money from competitions (other children spent it on gifts for themselves, and I took it from my son, explaining to him that someday we would have our own apartment. He cried, but gave it), pension husband’s disability, the pennies he brought home from work (I feel sorry for him, he is tormented by the realization that he is not the support of the family, but he can’t do anything) - everything went into an account in the Ugra bank for the purchase of an apartment, even if not new, old, even “Khrushchev”, even without renovation, even in the most remote area of Novosibirsk, but your own apartment. And I didn’t need interest, the money was in the bank, because in our “communal apartment” there was simply nowhere to store it, because the bank was the closest to the house, since I simply had no time to go to banks. I leave home at 5 in the morning, come back at 12 at night, and still have to wash, cook, and clean.
The money was in the bank, which the Central Bank confirmed its license in October 2016. I specifically called the Central Bank hotline, where this information was confirmed to me. I couldn’t risk the money that came to me at too high a price - sleepless nights, days at work, the tears of my children. The money was in the bank, and it was stolen, my children and my disabled husband were robbed. I don’t know who stole them: the Central Bank, by issuing a license to a “bad” bank; temporary administration, understatement of bank assets; shareholders who did not want to give up 75% of the Central Bank’s assets, as Otkritie and Binbank did. I don’t know who stole them, but I know one thing, I don’t care how or who will return them, just return them. Bring back the hope of living in my own apartment, the dream of my children to invite friends home, the opportunity to have their own kitchen, bathroom and (sorry!) toilet. Give us back our money!”
Currently, the Moscow Arbitration Court is considering the claim of the management of Ugra against the Central Bank. According to the ex-chairman of the board of the bank, Dmitry Shilyaev, the regulator’s actions were illegal, since at the time of the introduction of the temporary administration there were no signs of withdrawal of assets or illegal transactions, and all necessary standards were observed.
“All operations took place without delays, there were sufficient funds in the bank’s accounts and cash desks,” Shilyaev said through a representative.
At one of the last meetings, the court agreed to involve DIA as a third party. The representative of Ugra motivated the need to involve the DIA by the fact that the judicial act would affect the interests of the DIA as the temporary administration of the bank, since the court would evaluate the activities of the temporary administration. The representative of the Central Bank in court spoke out against involving the DIA in the case.
Previously, the administrator and creator of the VKontakte group, Nikolai Nikolaev, repeatedly appealed to the head of the Central Bank of Russia, Elvira Nabiullina, with a demand to request from the DIA an action plan for the financial rehabilitation of the bank, because external management of the bank was introduced precisely for this purpose. However, no documents were provided.
“We demand that the license be returned directly to the bank. The grounds on which the license was revoked are absolutely far-fetched. I just see how this hole was formed precisely because of the actions of the interim administration. Moreover, refuse the hard money that Mr. Khotin provides, and he offers 21 billion rubles, as well as completely repay the entire debt of the DIA, and we refuse this? This is simply robbery of the state by the Central Bank - that’s how I regard it.”
Nikolay NikolaevNow the excesses are preparing a petition to the president. In their appeal, they ask the president, based on the principles of justice and humanism, to consider the initiative to transfer deposits of individuals to systemically important banks of the Russian Federation and to establish the DIA in the 4th line of creditors in the event of bankruptcy of credit institutions.

The initiative group plans to file lawsuits in the highest courts and organize rallies across the country of “bankrupt banks in order to make the necessary changes to federal laws to protect depositors from fraudulent schemes covered by the Bank Secrecy Act.”
According to the rules, all banks pay a certain percentage to the DIA. On October 4, the head of the Central Bank, Elvira Nabiullina, decided to raise this percentage from 0.12 to 0.15%. The rate of 0.15% is the maximum level that can be applied on an ongoing basis.
As Vedomosti writes, the rate increase is needed to cover the deficit of the deposit insurance system fund.
