1977 Adoption of the new constitution of the USSR

Forty years ago, on October 7, 1977, the constitution of the USSR was adopted, replacing the Stalinist constitution of 1936. It had the same pseudo-democratic character and emphasized even more the leading role of the Communist Party. The changes were purely cosmetic. So, labor collectives were recognized as public organizations with the formal right to nominate candidates for government bodies, and the councils of workers' deputies were renamed councils of people's deputies.
