Prison officers who beat and hanged a prisoner will be tried in Chelyabinsk

The prosecutor's office in Chelyabinsk approved the indictment against four employees of correctional colony No. 2, who hanged the convicted Sultan Israilov and beat the convicted Chernikov, Bulat Mukhamedzhanov, a representative of the human rights organization "Zona Prava", told Mediazona.

IK-2 operatives Vladimir Malinin and Alexander Dontsov are accused of exceeding official authority with the use of violence, special means and causing grave consequences (Part 3 of Article 286 of the Criminal Code).

The investigation established that on December 21, 2015, in the inspection room of the punishment cell, Dontsov, “due to personal hostility,” hit the convict Israilov, who fell on the bench and hit his head against the wall. After this, two operatives demanded that the duty officer at the punishment cell, Vladimir Zorin, give them a rubber truncheon, handcuffs and keys to the room, and he was ordered to leave the room. He complied with their demands and left.

Then Dontsov and Malinin handcuffed Israilov and beat him. Investigators found that detectives then found the scarf and made a noose out of it. After that, they tied one end of the scarf to the window grill, threw the noose around Israilov’s neck, fixed him in one position and left. As a result, the convict died from strangulation.

After an inspection, the head of the Federal Penitentiary Service for the Chelyabinsk Region was subject to disciplinary action, and the head of IK-2 was removed from his post. In May 2016, the duty officer at the punishment cell, who gave the keys to the detectives, committed [Roskomnadzor].

In addition, Dontsov became a defendant in another case under Part 3 of Article 286 of the Criminal Code, together with the deputy head of the operational case, Viktor Zavialov, and operative Viktor, who beat the convicted Chernikov in the same room on the same day. According to investigators, Podkorytov and Zaviyalov beat the convict with a stick on the buttocks, lower back and legs, and then twisted the tip of his nose.

The cases were sent to the Metallurgical District Court of Chelyabinsk.
