In the Ulyanovsk region, alcohol production waste storages broke through. The "muddy stream" flooded the streets, washed off the gardens and poisoned the ponds. On August 26, an environmental disaster occurred in the village of Mullovka. The bard (the departure of ethyl alcohol production), which left two storage facilities, destroyed the beauty pond, the damage to nature exceeded two million rubles, the inhabitants of the village were sent for treatment, and a criminal case was opened against the company, which was responsible for the operation of storage facilities.

The capital of pies and "fanfuriks"

Mullovka is located on the Ulyanovsk -Dimitrovgrad highway and is famous for its pies: "Mullovka is a cake capital." If everyone who traveled these places knows about local pies, then few knew about the source of the unpleasant odor from the village until recently.

This strong smell of formaldehyde “issues” a plant for the production of galen drugs (a group of drugs obtained from plant raw materials by hood) “Hippocrates”. He began to work 7 years ago, after the Samara businessman Dmitry Ostrovsky acquired a local distillery.

Today, this plant is one of the largest manufacturers of Fanfuriki in the country. A few years ago, 30% of all tinctures of Kalendula, Hawthorn, Pepperias in Russia were produced in Mullovka.

Locals fought with the factory for several years. Last year, even to the Prosecutor General’s Office, the complaint was sent: “Hippocrates” drops the beauty of wastewater into the pond, which is why the reservoir turned into a “stench puddle”. People complained about the smell, the pollution of water, air and soil around the plant. The Hippocrates was fined several times, but he continued to work.

"Seagulls fat"

The beauty pond is located a few meters from residential buildings. Its surface is covered with slurry. The shore is covered with a cracked green-gray crust. And, of course, an unpleasant smell. It is felt in the village even on a calm day and resembles a middle between a sweet rot and a silage pit.

In Mullovka, a local resident Olga Zhitkin took me - she fought with the factory for several years. Now it is included in the initiative group on environmental problems. Then she showed me both the plant itself and pits with bards.

- I found out about the breakthrough at 12 o’clock in the afternoon. Local residents called me, reported that an uncontrolled water stream was moving from the pits, Olga recalls on August 26 - the day when Bard broke the storage. - It was a river of muddy fluid.

Representatives of the authorized bodies were in Mullovka for two hours. “They took tests. At first they did not reveal anything, and two days later, when fermentation began, the studies showed a deplorable result, ”says Zhitkina.

Local fisherman, eco -active Vasily Kudinov recalls that on the second day after the breakthrough began to die massively fish:

- On the first day, there was no frost in the pond. On the second day, I drove on the beauty and was horrified. The pond seemed to be boiling, the water was seething. His entire surface was teeming with choking fish. In general, the beauty died. A day later, the factory pond began to die. He, too, "boiled" from the choking fish. The seagulls were just fat.

People in the village were worried not only the smell and the deceased fish. Several residents have health problems. The spilled bard destroyed the crop in the gardens. "Hippocrates" paid 17 families of 8 thousand rubles for compensation for the dead gardens through which the river from Fanfuriks flowed.

"Here people are really bad"

A few days after the accident, the residents of Mullovka turned to the head of the Investigative Committee of the Russian Federation Bastrykin.

“On the territory of R.P. Mullovka of the Ulyanovsk Region is a private object - the alcohol plant of Hippocrat LLC, constantly polluting air, soil and water of the Ulyanovsk region. For several years, local residents have been alarming, reporting violations of this enterprise: bard emissions in the fields and reservoirs of the R.P. Mullovka. But this problem did not attract the proper attention of representatives of the authorities and Rospotrebnadzor.

In August of this year, the mor of fish and the death of plants began, the air was spoiled by stench. The stench is also enveloped in the city of Dimitrovgrad, located 15 km from the village of Mullovka.

Local authorities said that the plant would get rid of bards, and there is absolutely no stench, and there is no excess of indicators of the norm of water and soil samples. But this is not true. The fault of a particular plant is silence. He remains unpunished.

The governor of the region did not come to the place of disaster.

We ask you to pay attention to this problem and conduct appropriate checks for this incident, ”the petition, which was signed by 1,400 people, said.

Upon learning of the petition, the head of the regional government, Alexander Smekalin, urgently left for Mullovka. The situation was commented by his spokeswoman. “Here people are bad, people really seek medical care. The condition of allergy sufferers, asthmatics is aggravated, ”the news agency“ Ulyanovsk is the city of News ”quoted Ksenia Sidorov.

On September 7, the Ulyanovsk inter -district environmental prosecutor's office of the Volga Interregional Environmental Prosecutor's Office published the results of water samples.

“As the studies have shown, at the place of bard in the beauty pond, the exceeding the maximum permissible concentrations (PDC) of harmful (polluting) substances in the waters of water bodies of fishery significance was recorded: ammonium-ion-434 times, phosphate ion-more than 100 times, iron-oil products-12.8 times, 12.8 times, 12.8 times, 12.8 times, 12.8 times, 12.8 times, 12.8 times, 12.8 times, Sulfat-Ion-1.11 times.

Excess of ammonium-ion (23 times), iron (12 times) and petroleum products (6.2 times) were also detected in samples taken downstream in the pond of the beauty, as well as in the Sosnovka River (after the dam of the pond of beauty).

In the samples of water taken in the factory pond (even downstream), a slight excess of the MPC for iron (2 times), oil products (1.4 times) ”was revealed.

At the end of September, the Investigative Committee of the Russian Federation for the Ulyanovsk Region opened a criminal case under Article 246 of the Criminal Code of the Russian Federation ("Violation of the rules of environmental protection during the operation of industrial facilities"). The operation of the storage facilities of the bard was engaged in LLC Agromaak. According to investigators, the company's employees violated the operating rules, which led to a breakthrough of waste.

In order to avoid new breakthroughs, it is necessary to install a system on the Hippocrates, which will allow you to process the waste inside the enterprise itself, and strengthen the remaining pits. “The locals consider them emergency because they have cracks. It is not the fact that under autumn showers they will not break through again, ”says Olga Zhitkina.

The chairman of the regional government, Alexander Smekalin, recently reported on his Twitter about preparatory work to clean the ponds. At the same time, Mullovka residents affected by the emergency began to be sent to regional health facilities. Now in the camps and sanatoriums there are about a hundred schoolchildren from Mullovka.
