
Catalonia President Carles Puchdemon and deputies of the regional parliament signed an independence declaration from Spain, reports El Pais. However, a document that has important political importance does not have legal force, since it was not voted and not registered in parliament.
The signatures under the Declaration, which proclaimed the Catalan Republic as an independent state, was put by Puchdemon, his deputy Oriol Logunkes, the speaker of the Catalonia Parliament Karme Forkadel and another 72 deputies out of 135. The parties who play for the department - the left CUP and the unification of JUNTS Pel Sí deputies.
At the same time, CUP criticized Puchdemon’s decision on the suspension of the Catalonia branch and announced the termination of its work in parliament.
After the signing of the declaration, the Prime Minister of Spain Mariano Rahai appointed an emergency meeting of ministers to discuss the situation in Catalonia at 9:00.
On Tuesday, Puchdemon called on deputies to postpone the declaration of independence for several weeks . According to the head of the regional government, such a step is necessary to facilitate negotiations on the fate of Catalonia with Madrid and Brussels. Puchdemon called the “gesture of generosity” from Barcelona to the abandonment of the immediate declaration of independence.
Puchdemon urged not to incite the conflict in Catalonia. According to him, after the referendum, many residents of autonomy were “concerned and frightened”, and the companies began to turn the business in the region. “We should not provoke violence. On the contrary, we should reduce tension,” the head of the region emphasized. Nevertheless, plebiscite was a "political success," Puchchdemon said. He expressed confidence that Catalonia received the right to independence, and voters were able to express their will, despite the "cruel police attacks."
The Spanish police were going to immediately arrest Puchdemon, if he announced independence, Bloomberg reported with reference to two sources familiar with Madrid's plans. It is alleged that elite police units were sent to Barcelona. At the same time, the Spanish security forces were preparing to resist local law enforcement officers if they began to defend the president of autonomy.
According to the Law on referendum adopted by the Parliament of Catalonia, the deputies should have proclaimed the independence of the region 48 hours after the end of the vote.
The referendum on the independence of Catalonia took place on October 1. According to the autonomy authorities, more than 90 percent of the voted - 2.26 million people spoke from Spain. The turnout amounted to 42 percent. After the start of the vote, the Spanish security forces began to storm the plots and take the urn from there. Referendum participants were detained and beat; In some cases, demonstrators were fired by rubber bullets. In total, 844 people suffered from the actions of the security forces, while the police themselves did not interfere with the Catalonia.
The preparation and conduct of the Catalonia of the Referendum on Independence entailed the largest constitutional crisis in Spain over the past few decades. The Basic Law of the Kingdom does not give the regions the right to withdraw from the country. Based on this, the Constitutional Court of Spain suspended the Catalan Law on the referendum.
