
Vladimir Putin has already dismissed 11 governor lately. This time, as expected, the Governor of the Pskov Region Andrei Turchak lost his post. And here, perhaps, for the first time it is interesting to look not at the new head of the region, but at the resigned.
Of course, it is worthwhile to write about who will be the acting head of the Pskov region for almost a year, and then, with a high probability, will be elected to this post for a five -year term. The new governor was appointed 42-year-old Mikhail Vedernikov, who until that moment was the deputy envoy of the president in the North-Western Federal District.
Vedernikov was born in 1975 in the Leningrad Region, in 1998 he graduated from the North-Western Academy of Public Service of the RAGS under the president. It is known that since 2000 he was the first deputy head of the regional branch of the "Youth Unity" of the Leningrad Region (now the organization is known as the "Young Guard" United Russia ").
Mikhail VedernikovIn 2001-2009, Vedernikov was a municipal deputy, first of the Vyborg district, and then the Vyborg himself. In parallel, he occupied the posts of the chairman of the Public Youth Chamber at the Legislative Assembly of the Leningrad Region and the deputy head of the regional executive committee of the Leningrad Regional Regional Branch of United Russia.
In 2010, Vedernikov moved to the capital and became an adviser to the Department of Regional Policy, and then the head of the Department of Work with the regions of the Southern and North Caucasus Federal Districts of the Presidential Department for Internal Policy. In 2012, he was appointed deputy envoy of the president in the North Caucasus Federal District, in 2017-deputy plenipotentiary in the North-Western Federal District. In the apparatus of the Enem, in the North-Western District, Vedernikov overshadowed issues related to the Kaliningrad region.
Nevertheless, Andrei Turchak is still a more interesting figure. The fact is that, despite some proximity of the Turchakov family to the president, the governor of the Pskov region showed himself as a mediocre manager. It is likely that including the Case Turchak forced the AP and the president to personally change the strategy for the selection of personnel to manage regions - instead of devoted and acquaintances, they began to appoint those very “young technocrats”.
And even before the resignation, the sources of various publications survived the post of secretary of the General Council of United Russia, even before the resignation. The fact is that the name of Andrei Turchak is associated with an attack on journalist Oleg Kashin in 2010 - Kashin himself is sure that the Pskov governor was the customer of the attack. Therefore, Dmitry Medvedev, who in 2010, when he was still president, promised to bring the investigation of the case to the end, felt some “reputational costs” in the appointment of Turchak.
True, as practice showed, these costs were not so great: an hour after the resignation, a message appeared that Medvedev as the head of the party, by his order, appointed Turchak, the acting Secretary of the General Council of EP.
