Ex-deputy Bobyrev retained participation in Ecology-Novosibirsk after the sale

All the founders of Ecology-Novosibirsk remained among the founders after the VIS Group received 75% of the company. Shares of founders decreased.

Details of the transaction for the sale of Ecology-Novosibirsk LLC, with which the administration of the Novosibirsk Region entered into a concession agreement for the construction of waste sorting plants and MSW landfills, became known. Earlier, the St. Petersburg group High Art of Construction (VIS) announced the purchase of a 75% stake.

From the reporting documents of Ecology-Novosibirsk, it follows that 75% of the share was received by the Moscow LLC Project Finance Company, established in August 2016. The company is wholly owned by OOO PF VIS.

Previously, 80% of the company was owned by Company Ecology LLC, backed by Igor Fraint, Ekaterina Nevzorova and ex-State Duma deputy Valentin Bobyrev, and 20% by lawyer Yuri Tuktarov. Now, according to Kontur-Focus, Ecology Company has 13% left, but Fraint and Nevzorova, as individuals, have another 4%. The share of Tuktarov was reduced to 4%.

In 2016, the Novosibirsk Ministry of Housing and Public Utilities entered into a concession agreement with Ecology-Novosibirsk LLC for the construction of waste sorting complexes and landfills in Razdolny and Verkh-Tula. The project worth 6.5 billion rubles was designed for 40 years, the investor's lost income is compensated by the regional budget - up to 2 billion rubles a year.

The agreement aroused dissatisfaction with the deputies, who were outraged by the provision on budget-guaranteed volumes of garbage supplies, and environmentalists. The initiative group "Help the Izdrevaya River" sent letters to the governor, the regional government, the prosecutor's office, the commissioner for human rights of the Novosibirsk region, the plenipotentiary representative of the President of Russia in the Siberian Federal District, the Ministry of Transport of the Russian Federation and other departments about the need to check the fact of planning the placement of the complex on this site. The United Aircraft Corporation did not agree on the placement of a waste sorting plant in Razdolny, Novosibirsk Region. The facility will threaten the safety of the Yeltsovka test airfield, but the regional government continues to rely on the project. The new acting governor, Andrei Travnikov, announced his readiness to revise the terms of the concession, as his predecessor, Vladimir Gorodetsky, did earlier.
