In early October, the Expert Council of the Higher Certification Commission under the Ministry of Education and Science of the Russian Federation finally announced an assessment of the dissertation of the head of the Russian Ministry of Culture Vladimir Medinsky.

Scientists supported the statement of the representatives of the Dissernet community about the deprivation of the Minister of the Doctor of Historical Sciences. Then rumors crawled that the minister would soon lose his post. In most cases, among the arguments for this version, there were just VAK assessments.

As a result, members of the Expert Council decided to release another statement to avoid accusations of involvement in the minister’s persecution. The text was published on the website of the newspaper Trinity Option .

Firstly, scientists have refuted information about two positive conclusions to the dissertation of Medinsky, supposedly given by the dissection of Moscow State University and BelSU. In the first, they did not consider the work - the dissent decided to refuse to participate in this matter, and in Belgorod they did not look at the dissertation itself, only statements about the deprivation of the scientific degree of the Doctor of Sciences.

“The speeches in support of the dissertation of Medinsky often say that it cannot be deprived of a degree, since there is no plagiarism in his dissertation. But only the absence of plagiarism is not yet a guarantee of the compliance of the work for the requirements for a doctoral dissertation, ”the expert council recalled.

They also clarified that Medinsky himself did not appear before the scientists, although he had the opportunity to act as his “lawyer”, and therefore experts appreciated the quality of the work done and stated “the lack of a scientific degree of basic professional skills of a historian”.

Finally, they resolutely rejected the accusations of persecution.

“The conclusion does not affect either the personality or the diverse activities of Medinsky at the posts held by him. However, members of the Expert Council are required to make their judgment based on high scientific requirements. Our professional ethics and the desire to maintain the prestige of historical science calls for us. Attempts to give the process of the examination of the dissertation of Medinsky the political or ideological coloring deliberately mislead the public, they are used to distract the discussion from the scientific field into the sphere of political and information technology, ”scientists wrote.

Recall that the question of the quality of the dissertation of the Minister on the topic “Problems of objectivity in the coverage of Russian history of the second half of the XV -XVII centuries” was the first to raise the representative of Dissernet Ivan Babitsky.

“On April 25, I submitted a statement to the Ministry of Education and Science of the Ministry of Education of the Minister of Culture V. R. After the work of Medinsky, it really was sent to the Ural Federal University, but the consideration did not take place then, since the minister sent a letter to the university, in which he asked not to do this without himself. He could not come - he was on a business trip. Later, the work was transferred to Moscow State University, and then to BelGU. In the end, the Expert Council of the Higher Attestation Commission took up the dissertation, and the decision to deprive or not to deprive the Medina degree will accept the Presidium of the Higher Attestation Commission.

“People do not quite understand the scientific hierarchy. The Expert Council of the Higher Attestation Commission is the highest expert body. He, for example, gives recommendations which advice to say and which is not. He can endure a warning to the advice or close it after two warnings.

I want you to understand: there can be no other professional opinion on the dissertation of Medinsky. The Presidium of the Higher Attestation Committee has two or three historians. The rest are representatives of various specialties. Therefore, as a rule, the VAK Presidium agrees with the opinion of the Expert Council, ”explained Oleg Budnitsky as a professor of the Higher School of Economics, Novaya Gazeta .

In turn, scientists in different ways evaluate the likelihood that the minister will really lose their scientific degree.

“What is needed to justify Medinsky? Prevent the applicants. However, after the statement made by the editor -in -chief of the Echo of Moscow, Alexei Venediktov that Medinsky was hospitalized, the confidence that the minister will lose not only a scientific degree, but also his post in the government increased. Nevertheless, the press secretary of the President of Russia Dmitry Peskov recalled that there is still a difference between the scientific activity and the work of the official.

“Medinsky was appointed in the Kremlin, and his dissertation is attacked by public forces:“ disserter ”and scientists who are completely nothing to do with the Kremlin. They are simply outraged by the impudence with which a person, without reason, acts as a kind of preacher of values ​​in Russia.

The Kremlin, of course, will remove Medinsky. People like him serve ballast, and always (just as in the case of governors) is chosen the moment when it is convenient to drop them. The head of the Ministry of Culture will most likely be removed along with the government ... Medinsky simply weakens the authority and position of the government, ”political scientist Gleb Pavlovsky told the interlocutor .
