Putin retroactively imposed sanctions against North Korea in accordance with a UN resolution adopted a year ago

Russian President Vladimir Putin signed a decree on measures to implement UN Security Council Resolution 2321, adopted almost a year ago, on November 30, 2016. In accordance with the decree, Russia retroactively (from November 30, 2016) introduces new sanctions against North Korea.

The decree was published simultaneously with the speech of the representative of the DPRK at the assembly of the Inter-Parliamentary Union, which is taking place in St. Petersburg. The North Korean delegation at the assembly is headed by Vice Speaker of the Supreme People's Assembly of the DPRK Ahn Dong-chun.

Speaking at the assembly, Ahn Dong-chun promised that the DPRK would strengthen its nuclear forces, and also said that the United States pushed North Korea to develop a hydrogen bomb and missile weapons.

Putin's decree actually repeats the text of the UN Security Council resolution. In particular, it prohibits military-technical cooperation with North Korea, expands the list of individuals and legal entities subject to sanctions, and also contains a list of goods that are prohibited from trading with North Korea.

Why the decree was signed only a year after the adoption of the resolution is unknown.

• UN Security Council Resolution 2321 was adopted after the fifth nuclear test in North Korea. In September 2017, North Korea conducted the sixth nuclear test in its history.
• North Korea significantly stepped up its nuclear and missile tests in 2017. US President Donald Trump has vowed to destroy North Korea if it poses a threat to America or its allies.
