Timur Valiulin, the head of the Main Directorate of the Ministry of Internal Affairs of the Ministry of Internal Affairs of Extremism, proposed to tighten the responsibility of teachers and parents of minors participating in inconsistent protests. The official said this at a meeting of the Human Rights Council under the President, RBC reports .
“We must think about the possibility of amendments, changes in order to hold accountable not only by the organizers of this kind of shares, but also to the parents of schoolchildren who participate in them and teachers of educational institutions,” said Valiulin.
According to the official, such amendments are necessary because the percentage of youth participating in the protests is growing, and the average age of the demonstrators decreases.
Meanwhile, part 1 of Article 5.35 of the Code of Administrative Offenses already provides for the responsibility of parents or other legal representatives of children for "non -fulfillment of the duties of maintenance and education." This article is also used against the parents of schoolchildren detained in protest promotions. On it, parents face a warning or a fine of one hundred to five hundred rubles.
For example, in Nizhny Novgorod after the anti -corruption action on March 26, the police drew up protocols under Article 5.35 of the Code of Administrative Offenses for five parents of detained schoolchildren.
On May 23, the speaker of the Federation Council Valentina Matvienko suggested banning adolescents to participate in rallies . “I am convinced that minor citizens - children, adolescents - should not participate in such shares, especially if they are unauthorized,” Matvienko said. “After all, the children are at risk, their safety is under threat. It is dishonest, it is cynical, this is the violation of moral and civilian norms.”
