The mayor of Krasnoyarsk Akbulatov refused to struggle for his post in order to “concentrate all the levers of management” in the hands of the acting governor of the USS

On October 24, the name of the new mayor of Krasnoyarsk will become known. Akbulatov-indigenous Krasnoyarsk, before he was elected mayor in 2012, served as the prime minister of the regional government. Now the mayor's powers have expired. It is hardly worth talking about a fall in the influence of the group of Deputy Prime Minister of the Russian Federation Alexander Khloponin, who moved and supported Akbulatov, but the fact that the Kremlin administration agreed to previously nominate his candidacy for a second term. And now the specific agreements have been violated: Akbulatov removed his candidacy from the “election” of the head of the city.

Quarters for the word “elections” are needed because for the first time the mayor is elected by the townspeople, the candidates for this post - four of the thirteen, who submitted the documents - selected on October 11 a commission of representatives of the governor and city deputies, and the City Council will be approved on October 24. Of all the schemes of autocracy, under which local government bent in the Russian regions, this is the least successful. Direct elections in Krasnoyarsk were canceled at the initiative of Viktor Tolokonsky, sent in September to resign from the governor’s post. Tolokonsky’s initiative to deprive the townspeople of the right to have their mayor to fully support the regional Legislative Assembly and personally his speaker Alexander the USS, now appointed Acting Governor.

Thus, three applicants remained to the post of mayor of Krasnoyarsk: acting regional Minister of Transport Sergey Yeremin (41 years old, typical official, minimum experience of public policy), head of the Soviet district of Krasnoyarsk Vladislav Loginov (44 years old, former military, bureaucratic work successfully combined with the receipt of three higher education), general director of the Sibiryak construction company and the richest deputy of the city council Vladimir Egorov (65 years old, building construction. As for the voluntariness of the decision on self -discharge: two weeks ago - the USS has already entered into the rights of the governor - Akbulatov personally submitted documents to participate in the competition for the post of head of the city.

In the first interview, after the appointment of the USS, he stated a critical attitude to the solution of “elementary tasks” in Krasnoyarsk - replacing the curbs, asphalting, repairing the embankment ... The SCS always openly criticized Akbulatov, which, however, was really problematic to refrain: he was criticized by everyone who was not laziness. And for business. As the mayor of Akbulatov was - no. This is the head of the cabinet style, and he was invaluable for the previous governors-Varangians, having the ability to explain to them local problems.

However, from all his correct, rational, honest, legal decisions, one effect was successful in the mayor’s post: a crisis. In the City Council, in housing and communal services, in relations with small businesses and large resource -supplying companies. Border borders buried in the spring are already dug in the fall to bury new ones, and in the spring they dug up the autumn. Paid parking is established or thrown. Business is bent to build parking pockets, then they demolish them. The city is drowning every rain. Here and there, without warning, both water and electricity disappears. Breaks in power supply are delayed. Repair of the city center, one of the most beautiful Siberian streets - Mira Avenue - fail. Above Krasnoyarsk - permanent, the question of closing or removing for the city of the Krasnoyarsk Aluminum Plant is not only not being decided - it is not even discussed.

The richest and most dirty, most dysfunctional and most unfavorable “millionaire” of Siberia, located in amazingly beautiful landscapes, of course, worthy of the best fate.

Akbulatov, who was chosen by the townspeople, then advocated the preservation of the mayoral elections, then for the abandonment of them. And even leaving, he remained faithful to his style. In the history of the city, he will remain not only the mayor who deprived the townspeople with the opportunity to choose the mayor, he managed to proclaim the monopoly mastering by the governor all the power resource in the region - as a blessing. And so it was clear to everyone that the mayor would choose the acting governor. But to bring under this theoretical justification - it was necessary to try.
