Travnikov promised to prevent budget losses upon termination of the garbage concession

The termination of concession agreements for the construction of garbage sorting complexes and training grounds is a very popular decision, but at the same time it is impossible to allow “costs” for the budget of the Novosibirsk region. This was stated by the acting governor Andrei Travnikov on October 19.

“To implement this decision, additional study is needed, because the agreement connects us with both legal and financial obligations. It is clear that the political decision is very easy to make, it is very popular and will be made with a bang. But I can’t allow some costs for the budget followed, ”he said.

Earlier, Travnikov said that he sees only one option for solving the problems that arose during the implementation of the garbage concession - termination of the contract and restart the project after the competition. This should be done before the end of the year, so that in 2018 and 2019 the region "does not fall into the time of waste disposal."

In case of termination of the agreement, according to its conditions, the region will have to compensate the already incurred expenses of the concessionaire. The head of the VIS group Igor Snegurov, even in case of “rebooting”, is also in an interview with Kommersant: “Yes, the terms of their concession agreement [penalties] suggest about the“ reboot ”. But we, as an investor who came to the region seriously and for a long time, will carefully weigh and discuss in partnership with the leadership of the region any actions within this project. ”

On October 19, the Committee for Construction and Housing and Communal Complex of the Legislative Assembly examined the appeal to the acting governor about the need to terminate the concession agreement. The document is expected to approve the October Session of the Parliament.

In 2016, the Novosibirsk Ministry of Housing and Public Utilities entered into a concession agreement with Ecology-Novosibirsk LLC for the construction of two waste sorting complexes and landfills in Razdolny and Verkh-Tula. The project worth 6.5 billion rubles was designed for 40 years, the investor's beneficial income compensates for the regional budget - up to 2 billion rubles a year.

The contract caused discontent of ecologists. The initiative group “Help River Podreva” sent letters to the Governor, the regional government, the prosecutor’s office, the Commissioner for Human Rights of the Novosibirsk Region, the Plenipotentiary Representative of the President of Russia in the Siberian Federal District, the Ministry of Transport of the Russian Federation and other departments on the need to conduct an audit on the fact of planning the placement of the complex on this site. The United Aircraft Corporation did not agree on the placement of a garbage plant in the Obliyolnaya Novosibirsk Region. The object will threaten the safety of the Yeltsovka test airfield.
