The pensioner’s letter made a lot of noise to the president, but his request is still relevant: despite the statements of the officials who promised him to return the pension, blocked by the bailiffs on the debt for the services of housing and communal services, they have not yet been returned to the pensioner’s account. 72-year-old Anatoly Vertiphov told Radio Liberty what he thinks about the current life and attitude to ordinary people who are robbed from all sides.

-To be honest, I didn’t really hope for such a noise, before that we wrote to the prosecutor’s office, the administration of the settlement and the district, personally came with complaints-the answer is zero. But now, after noise in the media, they call themselves, come to contact. Who are we? We have gathered a small group of social activists, for more than a year, we are trying to ensure that our homes finally put on the balance of the settlement of Yasnoye, otherwise we can neither privatize the apartments, nor, again, legally pay for water and warmth.

However, I have no particular hope for talking with him, he recently announced to reporters that half of the pension would be returned to me tomorrow. In general, not only my pension is removed so shamelessly. I just returned from Chita, where the next meeting in the court in our lawsuit against communal services took place, on the way I went there at the local branch of United Russia. So the employee shows me such a stack of papers - these are all complaints of Transbaikal pensioners who have bailiffs either 50%, then 70% of the pensions were also cut. There are 100%, like mine. But you think, the law allows them to remove half the pension at the expense of the debt for the communal apartment, for what payments. The average pension on the edge, like mine, is eight rubles. How many pensioners will live by four thousand? If we survive for eight with difficulty, due to the fact that we don’t pay a communal apartment somewhere, we save somewhere in treatment, somewhere we will not buy oil once again.

Although in my case, the debt on the communal apartment, which the bailiffs so impudently write off, is more likely a fundamental position than saving. We used to pay regularly for housing and communal services. Yes, they sat on pasta and water, but paid on time. The problems began when, instead of the perfectly working municipal unitary enterprise, the Housing and Public Utilities "Yasnoy" came to us by some "communal person" and "Bagolnik", without any coordination with us, residents of the houses, occupied all utilities for utilities. But in reality they stopped providing them. Only the removal of solid waste works, I pay regularly for it. Previously, I had no debts for housing and communal services, you know, pensioners pay regularly, day a day, a penny in a penny. I myself worked in this industry for more than 40 years, I was a communal holder on a bam, and I know the system from the inside. Therefore, I clearly see that they illegally carry out their work-the tariffs were not set, although a separate legal act, which is brought to the attention of the population, should be signed for this. For example, in the newspaper. Neither the "luggling" nor the "communal person" have tariffs at all, not to mention the publication of their prices. What payments, what are you talking about? I come to them - the operator writes a figure on a leaflet: so much you owe us! From what tariff came, where is the total volume of consumed? No ends! Not only did the "numbers" have grown after these newly -minted public utilities, and the services also ceased to be provided.
What to pay for if we have no hot water from May to September, and in the rest of the months, what can be called from the tap that can hardly be called - 30 degrees of heat? Although the norm for SNiPs should be 60 degrees! Where is the techno -containing at home? Not a single little repairs for all the time: twice a week they throw a staircase, and that’s all. The drives are no longer visible to the glasses, they are clean. Previously, the "clear" at least tinted, whitened public places. Now everything is in desolation. Municipal Unitary Enterprise used to let hot water in normally, that is, technically, everything is possible in our homes, just the current public utilities on us save in this way.

Now in court I’m just trying to prove that both management companies are working absolutely illegally: our houses are not registered either for the balance sheet of the district or on the balance of the settlement. At the same time, in some way, the administration was able to throw housing first from the area to the settlement, and then to the Criminal Code. How, in principle, is it possible if the 295th Federal Law categorically prohibits transferring public utilities to private companies?

The military town was also plundered: instead of using empty buildings, from there they carried everything, even concrete blocks. He came to the prosecutor’s office to complain, and the major to me: “Grandfather, well, this is like a lost wallet, no longer yours, not mine, but a draw. What about him?” What do I care? Yes, I built it in my youth! Therefore, the rest of the elderly is painful to look at this destruction - together we rebuilt it all, and now it all turned out to be a draw. And we are forced to watch how the people of the local chapter plunder this "draw."

Here, for example, we had a fuel oil boiler house, worked perfectly. So the district authorities convinced, they say, the fuel oil is expensive. You need to build coal. Of course, we were at first rejoiced at first: there will be a new coal boiler room, and the fuel oil in case of an accident will suffer, there will be not a day without heat. How! Our district deputy, and at the same time, the head of the housing and communal services, Alexander Peshkov cut the fuel oil tanks of a working boiler room into scrap metal and sold. As a result, the settlement is heated by a boiler room, which has not yet been officially put into operation and is not actually completed.
Everyone except us is silent. Residents are intimidated by local authorities, because the heads of settlements and the region feel like little kings here, the law is not a decree. The law may be good and correct, but no one observes it. And you will try to start doing something yourself-they will not allow. Do not disdain anything. When I just returned here, to my homeland, after BAM, I decided to participate in the elections of the local chapter. He lost, and then he found out that the winner won about me was a terrible hearing: they say, I was in prison, and in general the pedophile. After the fellow villagers approached, admitted: "Nikolaich, do not blame me, we really did not know you, we believed." Of course, I never sat in prison, not to mention these terrible rumors. He intended to sue this plague for slander, so the villagers did not dare to witnesses. They say that if they are not fired, so our relatives - who has a daughter -in -law, who has a son, a nephew in the municipal administrations work. It’s scary to stay without work here, it’s hard to find another.
We have no light on the streets for several years, in this sense in the 1990s it was even better

But people have nowhere to go, here in the dark with lanterns and run. Why with flashlights? We have no light on the streets for several years, in this sense in the 1990s it was even better.
We still have prices in the store more expensive than in Chita, but not at times. But our neighbors - from the stations and peaceful ones - they have to go to us to overslept to us ( the distance between the stations is 17 kilometers, the ticket costs about 400 rubles. - RS ).
