Softening the municipal filter, creating an online voter account, and clarifying the grounds for early voting are just some of the proposals included in the Human Rights Council (HRC) report prepared for the upcoming meeting with President Vladimir Putin. As one of the report's authors, Ilya Shablinsky, told RBK , the working group will meet with him on October 30.

The Council proposes to increase the proportion of party representatives in election commissions and to develop ways to protect election commission members from “unlawful influence on them.”

It is proposed to assign the status of observers to representatives of the Human Rights Council, the Public Chamber and human rights commissioners. Human rights activists are ready to create a public council to monitor the elections, in which they ask to include representatives of the presidential council. And they ask to include associations involved in election monitoring in the list of socially significant non-profit organizations.

The authors of the report believe that it would be useful to create a single register of voters to eliminate double voting. They propose introducing video surveillance systems at all polling stations.

Human rights activists intend to share with the president their observations about violations in the elections held on September 10. They noted violations of election campaigning rules, cases of voter bribery, organized transportation of election participants to the polling place, as well as insufficient information of voters about the upcoming elections.

"We included in the report the council's decision that the violations that were identified did not affect the results, although they require consideration," explained Igor Borisov, Chairman of the Council of the Russian Public Institute of Electoral Law. Shablinsky believes that the experts do not have the right to "make any conclusions about violations" since they were only "at 20 polling stations out of 90,000." In preparing the report, the working group studied data on violations prepared by the Golos movement and the Sonar monitoring association.
