Для имитации обновления кадров назначают в регионы "молодых технократов", но группа авторитетных "старцев", у которых в руках находятся реальные рычаги власти, давно сложилась и остается неизменной: Валерий Зорькин, Вячеслав Лебедев, Сергей Лавров, Сергей Шойгу, Николай Патрушев, Александр Бортников... Все они будут оставаться на своих постах пока совсем не одряхлеют или сами не захотят "передохнуть", как Сергей Иванов.
