Ex-Senator Dzhabrailov was fined for drug use

The magistrate of the court section of the 370 Tver district of Moscow fined 4 thousand rubles of the former member of the Federation Council from Chechnya, millionaire Umar Dzhabrailov for drug use. This was reported by Interfax with reference to the press secretary of the Tver district court.

Dzhabrailov was found guilty of committing an administrative offense provided for in paragraph 1 of Article 6.9 of the Code of Administrative Offenses (consumption of narcotic drugs or psychotropic substances without prescribing a doctor).

According to the press secretary, the criminal case of the ex-claimant has not yet been received. Meanwhile, on Thursday, the head of the metropolitan police reported that the case of hooliganism against Dzhabrailov was transferred to the Tver district court for consideration on the merits. The ex-Senator fully pleaded guilty and agreed to a special procedure for legal proceedings.

In the evening of August 29, in the Moscow hotel Four Seasons (formerly hotel "Moscow"), Dzhabrailov fired from a pistol . Police found holes from bullets in the ceiling of the room. The millionaire did not resist during the detention, although he first told the police: "We will not give up without a fight." There were no victims as a result of the incident. A law enforcement source said that Dzhabrailov’s number was discovered by white powder, alcohol bottles and unknown pills.

Dzhabrailov was delivered to the China-Gorod police department. There he was interrogated as a suspect in the case of hooliganism, and then released on a recognizance not to leave.

On October 4, Dzhabrailovwas charged under paragraph "a" of part 1 of Article 213 of the Criminal Code (hooliganism committed using weapons). The maximum sanction for this part of the article is imprisonment for up to five years.

Dzhabrailov is 59 years old. He is the former owner of the Radisson-Slavic hotel. In 1996, the American businessman Paul Teitum, who headed the joint venture "Intourist -Cender - hotel and business center", said that Jabrailov threatened to kill him in order to withdraw from the list of founders of the company. Later in the same year, the unknown shot Teitum in an underground crossing near the Kyiv station of Moscow. Dzhabrailov’s involvement was not proved in the crime, but the United States banned him to enter the country.

In 2000, Dzhabrailov nominated for the presidency of Russia. According to the results of the elections, he was declared the 11th place from 78.5 thousand votes.

The post of Senator from Chechnya Dzhabrailov was in 2004-2009. He was the deputy chairman of the Council of International Affairs Committee and a member of the Russian delegation in PACA.
