However, the President of the Russian Federation did not talk about the end of the war - he used the expression “fracture of the situation”.

Putin: “I would like to again thank our troops who are involved in the anti -terrorist operation in Syria. Thanks to their courage, clear and professional actions, the courage managed to fundamentally turn the situation. From terrorists, more than 90% of Syrian territory is already free. ”

The head of state emphasized that in Syria, the Russian military did not encounter “poorly organized gangs”, but with “well -equipped, trained, generously funded and motivated groups”. But the Ministry of Defense of the Russian Federation, as follows from Putin’s words, only benefited from the strength of the enemy: she gave a chance to demonstrate “the qualitatively increased capabilities of Russian aerospace forces, our army and navy”.

For example, the other day it became known that the defense department will soon receive a batch of combat-combat helicopters of the Mi-28UB, developed taking into account the use of such air machines in Syria. Apparently, new items will also be tested in the Syrian sky.

And the head of the State Duma Committee on Defense Vladimir Shamanov, meanwhile, warned that the operational operation in Syria will follow a special operation to eliminate those who "try to shave his beards, try to infiltrate local self -government bodies." In other words, despite the “fracture of the situation” and the defense declared by the Minister of Defense, Russia does not intend to leave Syria - which is indirectly reminded by Putin at the ceremony, urging “and further strengthen this potential, introduce new and promising weapons systems, increase the effectiveness of combat studies”.

Terrorists and spies

Having briefly mentioned the West-2017 exercises held this year, who was not seriously alarmed by the West mentioned in the name of the maneuvers, Putin moved to the main topic-the fight against terrorism. She, according to him, was and remains a priority in the field of ensuring national security.

The President listed the main achievements of the battle on this field - the prevention of 43 terrorist attacks, the detention of about 800 bandits, the elimination of 66 terrorist and extremist cells, as well as dozens of their participants.

The president also included the successes of counterintelligence in the terrorist “thematic block”, which, according to him, caught 30 personnel foreign agents in just six months and revealed more than 200 alleged “sellers of the homeland”.

Here, there is a portion of praise-it must be said, quite duty against the general background-they received the FSO officers (they solve a “wide range of special tasks, engaged in information and analytical work and the organization of special communications” and the services of special objects that have achieved special success in the implementation of “important functions” in the “sphere of mobilization training of authorities”.

Do not fight, but prevent

The last part - about police officers, Rosgvardists, rescuers, investigators and prosecutors - cost, if you look at the transcript, practically without praise (although, perhaps, this is an omission of “stenographers”, but it is unlikely). In fact, Putin listed the tasks that are facing each departments in the context of the current situation and its possible development. The leitmotif was the topic of "prevention" of offenses, whatever they may be.

For example, the prosecutor’s office was instructed to pay special attention “to proactive measures” - “to identify and demand the elimination of causes and conditions in advance”, which contribute to abuse in all areas, from state defense order to the formation of labor rights of citizens.

The Federal Penitentiary Service was ordered to help the return of the released to normal life. “The severity of the sentence does not mean cruelty,” Putin FSIN recalled.

From the Ministry of Internal Affairs, the president (and the society, as he himself emphasized) is waiting for “offensive and productive actions in the fight against crime, corruption, extremism, illegal trafficking in drugs and weapons, control over migration flows” - but in order to “protect Russian citizens, their life, health, property, rights and legitimate interests”.
