
The only road to the Aleksinsky career is two kilometers from the city of Klin near Moscow - it is broken by vapor. Everywhere on the ground and even on trees - plastic bags. Audi car, on which a resident of Klin, Alexander Zemskov takes us to a career through the forest, clings to the bottom several times to the bumps. Without big problems, only dump trucks loaded with garbage pass - according to local residents, up to 800 cars a day, although the norm on design documentation is 74 cars.
In the summer of 2017, residents of Balashikha adjacent to Moscow during the “direct line” complained to Russian President Vladimir Putin at the Kuchino waste training ground, because of which it was impossible to breathe in the city. After that, the landfill was mothballed in a week, and garbage from it was distributed to four other landfills near Moscow, one of which is Aleksinsky (it is controlled by Combine LLC). The inhabitants of Klin were not happy for this training ground before, they also recorded an appeal to the president - at a rally in June 2017 - but it was left without attention. In total, there are 17 landfills in the region; 70 percent of garbage, according to RBC, was brought from Moscow.
The Aleksinsky quarry has long turned into a mountain consisting of several technological sites - in other words, hills consisting of garbage bags mixed with the ground. Along the whitening plateau among bottles, pieces of paper, bags and boxes, several excavators are traveling, the company is a huge flock of gulls, which constantly circle over the lands of the landfill, constantly circling over the earth.
“The quarry used to be thirty meters deep,” says Alexander Zemskov. “Now a bunch of garbage rises twenty meters.”
After the closure of Kuchino and the many times increased load on the Aleksinsky landfill, the smell of garbage began to feel good not only residents of nearby villages, but also the inhabitants of the district center. If in January 2017, only a few dozen people gathered an environmental rally in the central square of Klin, then about 500 people had already arrived at the rally against the landfill. According to a resident of Klin, 29-year-old Olga Bobkova, the VKontakte community dedicated to the landfill increased from 100 to 2800 people. Activists require the obligation of the landfill owners to observe norms in terms of garbage and its burial technology. Now, on the old part of the landfill, there is no system of cleaning the filtrate and removal of landfill gas , activists say that the garbage is dumped directly to the ground, there is no screen necessary in such cases.
Since September 2017, activists began to be on duty on the road to the Aleksinsky career-they are shifting several people and record the numbers of passing trucks, call the police, force them to check the documentation from drivers-fearing that they do not have permits for the discharge of garbage on this site. This happens often. According to activists, in any such case, the police did not draw up a protocol - they only deployed trucks without permits back. Although the illegal discharge of garbage is punishable by an administrative fine.
“I was on duty at the entrance to my career with another girl on the night of October 18,” a resident of Klin Ekaterina Sokolova told Medusa, “Mazda drove up to us, and two men came out - such real muzzles. They turned on the fool, they began to ask when the townspeople at the landfill would rally, which was at the last rally in the city. We wished good luck and got into the car. Then two more cars arrived, one got up on the side, the second sharply braked in front of us; They took us in a “box”. They wanted to intimidate-and actually it was really scary. Only when the traffic police arrived on our challenge, these cars began to drive away. And the police only asked: “What will we do?”
According to Sokolova, this "Mazda" with the "Mordovorot" was already seen by several activists on duty at the landfill. For some of them, the car then rode, activists say - "escorted right to the house." The woman believes that in the car there could be representatives of the landfill or one of the companies that carry garbage there and which the protesters interfere. “But, most likely, this is from the city authorities - it is often painfully these cars appear here,” suggests an activist of Sokolova.

Formally, the Aleksinsky landfill is in the area of responsibility of the regional government, but local residents directly connect violations at the training ground with the name of the head of the municipal district Klin Alena Sokolskaya. She heads the local branch of United Russia, married to the prosecutor of the Tula region Alexander Kozlov, who since 2001 worked in the Klinsky Prosecutor's Office, and since 2007, in the Moscow prosecutor’s office, having risen to the first deputy prosecutor of the capital. Kozlov was a defendant in the famous "gambling" . Sokolskaya took the position in 2014.
The activists have no direct evidence of Sokolskaya’s interest in expanding the landfill. But they pay attention to the fact that in the 1990s, the Aleksinsky quarry was just a small local landfill. In 2013, it was generally closed.
“The governor [of the Moscow Region Andrei Vorobyov] wrote a letter to the president in 2013,” says activist Alexander Zemskov. - It was decided that the Aleksinsky career has exhausted his capabilities, and the president’s order was included in the list of closed landfills. But the new head of Klin Sokolskaya turned to the regional Ministry of Ecology - with a request to conduct an examination for the possibility of further use of the training ground. The examination gave a positive decision - and garbage from all over the region was taken here. We counted on our fingers - if the training ground was already serving the interests of only the Klinsky district, it would have been enough for several decades, and from 2014 about 6 million tons of garbage had been brought here. ”
The Aleksinsky quarry is encircling several villages at once, one of the largest - Novoshchapovo - in the west of the wedge. When we leave the car near the beautiful building of a local school, the smell of hydrogen sulfide abruptly beats in our nose. After half an hour in the throat, he begins to fry. One and a half kilometers you can see a mountain of garbage at the training ground. “Today is still normal, somewhere on three on a ten-point scale,” Bobkova reassures.
Local residents, whom activists called to talk with Medusa, say that for three years now they have been trying to do something with a landfill. Svetlana Seredova moved here in 2012: "They thought that there would be fresh air." Like the rest of the activists, she writes appeals to different departments - from Rosprirodnadzor to the presidential administration. “In the Ministry of Ecology [of the Government of the Moscow Region], for example, they answered me that I, they say, knew where I had settled. But when I settled, this was not here. ”
The middle says that sometimes the smell is so strong that she does not let her daughter go to school. Other residents support her and nod to a kindergarten located across the road from the school - children, according to them, are constantly sick with respiratory diseases. At the same time, according to them, the leadership of educational institutions categorically prohibits educators and teachers to participate in ecological rallies or subscribe to appeals to the authorities.
The director of the Novoschapovo school Larisa Alekseeva told the Medusa correspondent that she did not give any informal orders on this subject. When asked whether the smell in Novoshchapovo interferes with her, she replies that she never smells of school itself.
“We have all state employees to be silent. Everyone is afraid to lose work, ”says Olga Bobkova. - And in the case of the school, it is still easier - the head of Klin Sokolskaya earlier [since 2006] was the head of the city education department. "
In June 2017, the Ministry of Emergencies in the Moscow Region took air for express analysis in villages standing around the training ground. In the village of Golikovo, two kilometers from the landfill, the inspectors discovered the exceeding the maximum permissible concentration of hydrogen sulfide by 25 times (after that, according to Zemskov, the head of that group was sent to retirement, and the act itself was disavowed). On October 13, the Klinsky City Court examined the lawsuit of Rosprirodnadzor against the manager of the landfill of LLC “Combine” - the department found 16 violations in the work of the training ground, including “clutching the slopes of the training ground” and insufficient supplying garbage with soil. As a result, the court on October 13, 2017 decided to suspend the training ground for 90 days. This was already the second attempt by local residents and ecologists to close the training ground-in May 2017, the same court rejected the similar lawsuit of the resident of Klin Alexei Kotov, filed against LLC Combine.
Activists were first delighted with the victory over the landfill, but during the same day the garbage trucks still continued to call on the landfill, despite the police cars put up on the road. By night, several dozen people gathered at the entrance to the training ground.
“Activists see what is going on - they went out on the road. On it, by the way, no one except garbage trucks rides, neither buses, nor ambulances. And then the bailiffs, the deputy chief of the Klinsky police on the protection of public order [Roman] Chistyakov, jumped and began to wave a new decision of the judge of the Klinsky Court of Sharapov (who was actually on vacation) on the suspension of the decision of the judge of Miroshnichenko. We consulted with a lawyer - it turned out that either the judge who issued it or a higher authority could cancel the decision. ”
Klin police continued to pass garbage trucks to a landfill sealed with bailiffs. On October 25, a complaint about both mutually exclusive decisions of the court of first instance in the Moscow Regional Court; As a result, the case went to the Klinsky city court for re -consideration.

The mother of five children Irina Govorova lives in the village of Zolino two kilometers from the landfill. She raises children without a husband, but her mother helps her - therefore, when she has free time, she tries to help activists in the struggle against the Aleksinsky landfill.
“I put huge forces in the house where we live now, it is large, it has seven rooms. For the sake of this, I sold the living space that we had, added money from maternity capital. And when we settled in a new house, it turned out that a landfill was growing nearby, ”Govova told Medusa.
According to her, the smell from the landfill infrequently reaches Zolin, but there is a problem with well water - the woman is afraid that a dangerous filtrate from the landfill could get into her. Govorova says that in her village and in the neighboring settlement there are many sites allocated to large families; Some of them do not live in built houses, preferring to rent an apartment away from the landfill. They cannot sell real estate - there are no buyers.
On the night of October 15, Govorova was on duty near the landfill along with the traffic police and the OBEP. “A woman and a man drove up by car, and began to figure out that their garbage was not allowed to pour into the training ground. The truck with their garbage stood nearby - it was not allowed, because according to the documents they had the wrong hazard class. The skirmish with a woman began, she was nervous, eventually began to offer a bribe in a vague, ”says Govorova. According to her, the woman did not appear, but several times mentioned that there were “abortions from maternity leaves” in the garbage truck, in particular Khimkinsky and Solnechnogorsk.
So far, an unknown woman was bickering with the police, Govorova decided to inspect the truck. The driver at this time dug in the back of the body. According to Govorova, the body itself was ajar and at some point an aborted fruit fell from there. “He was already spoiled,” says Govorov. “Honestly, after what I saw I am still not very good, I sleep.” The woman asked to replace her, and Rashit Shidakov came to the post, who had previously been on duty. After the story of waste from the hospital, he decided to declare a hunger strike.
The family of a native of Karachay-Cherkessia Rashita Shidakov lives in Moscow, but comes to the wedge to visit his wife's parents.
“You see, the administration and the police are inactive. I think this garbage dump is feeding everyone. It costs 1300 rubles to throw off a cubic meter of garbage, about 50 comes out of the car. There are 700 cars per day, ”says Rashit.
Shidakov held a hunger strike for five days - at first he stood near his career, but realized that no one sees him there, moved to the building of the city administration, gluing his car with handwritten posters. This did not help, the maximum that a man could achieve - a sarcastic remark about his appearance on the air of Klin television. The head of the municipal district Alena Sokolskaya, who answered the questions of the inhabitants, having seen the salary black beard of Rashita Shidakov on the screen, grinned: "Row Clingfty".
“What difference makes me come from. I am raising children here, my wife’s parents live here! ” - says Shidakov. He explains the decision to go to the hunger strike as follows: “They kill my children, disgrace me. They will ask me later: “What did you do to protect children?” And what will I answer? "

Shidakov stopped the hunger strike when he realized that no one was paying attention to him, and decided that it was better to walk around the instances. According to him, he was more than once even in the president’s receptionist on Ilyinka Street in Moscow.
Some activists of Shidakov have the words with distrust, so Olga Bobkova told Medusa that she did not understand “where” Rashit, and “what he needs from”. He just laughs in response to such comments. “So in Klin good people, only intimidated,” he says. “They still think that the 90s are on the street.” Bobkova agrees with him in absentia, she believes that much more people could participate in the protest against the Aleksinsky landfill. “Many people with whom I spoke believe that nothing can be achieved. But I have been living here since childhood, I have my parents here. I want, in the end, so that you can live normally in my beloved Klin. ”
Alexander Zemskov supports his ally: “I, being a soldier, swore allegiance to the Soviet Union, I was always taught that when the enemy came to your homeland, it must be protected. And you can’t even call these an enemy - just a gray rat bureaucratic mass. ”
While activists are fighting against a landfill, the head of the municipal district Alena Sokolskaya tells on local television about the prospects for the construction of a waste processing plant. He is also mentioned in the ten -year ecological program prepared by the Government of the Moscow Region. And at the same time, according to this document, the authorities are going to expand the Aleksinsky landfill even more. Activists are confident that the 32 hectares who occupy now are going to add another 40 hectares.
The press secretary of Sokolskaya Natalya Vovolotskaya first refused to connect the “Medusa” with the head of the district, explaining that the landfill was not in its jurisdiction, then promised to try to connect with her, but did not do this. The Office of Rosprirodnadzor in the Moscow Region said that the functions of supervision of the landfill were transferred to the government of the Moscow Region, and the department did not answer for the training ground. The Minister of Ecology of the Moscow Region, Alexander Kogan, refused to comment, his press service was unable to quickly answer a single question "Medusa".
