Deputies of the State Duma of the Russian Federation took up the development of a bill, which should tighten responsibility for telephone terrorism. It is planned to introduce the document in November, this was told by the head of the Duma Committee on Security and Combating Corruption Vasily Piskarev.

“I think, yes, let's not guess. I would like to bring it early ... I will hope for it. New parts of the article are introduced there, liability for crimes by organized groups, by prior conspiracy by a group of persons, is provided - what had to be. This is not a single action, but, in my opinion, a planned organized action. Criminal liability - there is a punishment of up to 10 years in prison, ”the author of the bill told RIA Novosti .

Currently, the penalty penalty is from 200 thousand rubles to a million rubles if the damage from the actions of telephone terrorists is high. This is spelled out in Article 207 of the Criminal Code of the Russian Federation. In addition, the terms of imprisonment for lumberingers are also provided - from three to five years.

Both security forces and officials are talking about the need to strengthen the fight against telephone terrorists.

“Just think about what moral damage has been done to these many thousands of people. I'm not talking about the harm of material: if we are talking about the evacuation of the shopping center, this is a blow to their business, in trade. These phenomena, unfortunately, were very dangerous. We somehow did not attach much importance to them, we thought-children's hooliganism, and, it turned out, a very serious thing. Especially now, when she acquired the character of just a viral infection, ”Mikhail Fedotov, head of the Presidential Council of Human Rights, told RIA Novosti .

Recall that in September and October, a wave of Falterines rolled in Russia - dozens and hundreds of messages about alleged bombs in schools, kindergartens, state institutions, and shopping centers paralyzed the lives in 170 cities of Russia from Vladivostok to Kaliningrad. Fortunately, not one of the bombs has been confirmed. Later, the head of the FSB, Alexander Bortnikov, reported that, most likely, attackers acted abroad. However, until the special services caught telephone terrorists.

Cybersecurity experts argue that it will be extremely difficult to detect and even more to arrest attackers - while the special services have no such technologies. That is, any number can be displayed on the phone of the receiving call: a call actually coming from Australia will be reflected as an apartment number in St. Petersburg.

“This is certainly monetized, and customers. Perhaps this was not monetized at the beginning, they showed the "class": we can disable whole systems of entire cities, for example, the healthcare system, the entertainment system, and the education system. And then customers pay money for this. After all, there is the forces of this world who are interested in that we have problems in these systems. To start massively evacuate business centers is a blow to the economy. Such acts may affect the gross national product. His colleagues agree that tightening the law will not particularly help law enforcement officers in the search for lumberjers.

“In fact, the state and business are of tremendous damage, but the persons against whom the law is introduced remain invulnerable to him [if they call from the territory of a foreign country that will not give them out]. Therefore, it is necessary to revise the reaction itself to anonymous calls and develop an algorithm for their analysis - it will cost cheaper than endure the damage from constant calls of invulnerable terrorists, ”said RBC, security expert Artem Kureev.

But if attackers call from the territory of Russia, then it is still possible to catch them. This is also evidenced by statistics, so, in the first half of 2017, 350 luminers were convicted in the country, and in 2016 - 750.

““ Telephone terrorism ”has its own characteristics: it is carried out from the territory of Russia and from the territory of foreign states, and here, of course, it is more difficult for us to work,” said Nikolai Patrushev, secretary of the Security Council of the Russian Federation.
