Having won the election on September 10, the leader of the Solidarity movement Ilya Yashin took the post of head of the Council of Deputies of the Krasnoselsky district of the capital. The first decision that he made was refused from the privileges provided to him in accordance with his position.
“The heads of the councils of deputies are supposed to be a whole package of privileges: a car with a personal driver and a“ golden parachute ”in case of resignation - money is allocated from the budget for this. I believe that driving by car at the expense of voters is simply indecent, ”says Yashin NT.
The leader of the “solidarity” and other participants in the movement following the results of the September municipal elections received seven mandates in the Council of Deputies of the Krasnoselsky district, and three more places went to United Russia. Now the Yashin team is preparing an amendment to Moscow Law, which cancels the issuance of “golden parachutes” for retired heads of the heads of municipalities.
According to Yashin, now the chairman of the municipal council of deputies, upon dismissal, has the right to receive 10 salaries 1 time - this is about 1 million rubles.
“The first appeal that I received, having taken office, was from my predecessor (Valentina Bazeeva) from United Russia, who asked to pay her at least five salaries. That is, I have to give her about half a million rubles. And such payments are relying regardless of the reason for the departure, it does not even matter why this is happening-due to retirement or early dismissal. It is simply indecent, ”Yashin argues.
The second task of the new municipal council is to accept a more socially oriented budget, he continues: “Now all the money is spent on meaningless district holidays, salaries to employees and deputy privileges. It is important to redistribute the budget so that the money is spent not on feeding deputies, but on some other things. ”

According to Yashin, the new council made a reception of the population more systematic: “My predecessor was reception every second Tuesday, that is, twice a month. I am taking a reception twice a week, and our deputies are reception on average once a week. ”
In addition, Yashin personally hired a lawyer to solve the problems of local residents. “Since there is no money in the budget, I entered into a civil contract with the lawyer and pay for his activities from my salary. So we try to help residents in solving minor problems that have not been solved for years, problems with overhaul and problems with renovation-someone wants to leave the program, someone on the contrary, ”the head of the municipality explains.
Three municipal deputies from United Russia, who were in the new council in the minority, the Yashin team is going to offer the functions of the auditors. “This is the right step in political culture, when the minority takes control of the activities of the majority. And at the next meeting, we think to propose a number of senior positions, control revision functions. We do not fight, but offer powers, ”says Yashin.
In his opinion, the “system of dual power” was created in the areas of the capital, when all the real powers are concentrated by the executive branch - the district council, which obeys the city hall. And along with the administration, there is a local government - the Council of municipal deputies with a tiny budget.
“This year, our budget is 15 million rubles, and this is an increased budget-due to the fact that the elections were held. Next year, our budget will be 13.6 million rubles, ”the politician explained.
In the Gagarinsky district, where all 12 mandates in the Council were received by representatives of the Yabloko party, the district administration is now taking into account the opinion of the municipality, said NT district municipal deputy Anastasia Kolesova.

“Most of us, it is obvious that we will not coordinate projects that do not satisfy the inhabitants. That is, now the administration really began to reckon with us, ”she said.
The new council has already held five meetings, prepared a plan for the improvement of the district until the end of 2017, distributing the remains of funds that are not used during the year.
“Finally, this list will be compiled at the request of local residents. They submitted applications for the installation of gaming equipment - swings and carousels, and on urns, benches and lawns. The main thing is to accept a project that will satisfy everyone, ”says Kolesova.
Previously, the situation with improvement in the Gagarinsky district was “monstrous”, says the interlocutor NT. “Initiative residents tried to reject stupid landscaping projects that the government wanted to accept: a playground in the form of the Kremlin, a layout of a tsar-gun, a square with a fountain, which ends with a“ Russian Versailles ”gazebo,” says Kolesova.

According to her, the cost of the Kremli site and the layout, the tsar-gun, which the administration was going to install in the courtyard of house 5 on Kosygin Street, amounted to about 20 million rubles, but thanks to the initiative local residents, this money managed to save money.
“Now we are trying to distribute the money rationally - the normal playground can be calmly installed in less than 1-2 million, the children's town costs a little more,” says Kolesova.

The budget of the Gagarinsky municipal district for the current year is a little more than 54 million rubles, for 2018 - 52.5 million rubles, the municipal deputy Elmira Shagiakhmetova said NT.
In the Gagarinsky district, she says, there are two municipal enterprises - the Gagarinets House of Culture and the Sports Center "Cosmos", so about half of the district budget is spent on their direct subsidization. Another 12–13 million is the Fund for remuneration of the Administration of the municipality and its employees - the care of the care of minors, where about 22 people are on the staff. “As a result, there is very little money left,” says Shagiakhmetova.
In the Zamoskvoretsky district of Moscow, opposition deputies received a minority: the representatives of Yabloko have four mandates, the remaining six - with United Russia. The new municipal deputy on Zamoskvorechy Vera Leonova describes the relationship between the Yabloko and the United Russia at the meetings "as a polite coldness."
“Neither we, nor they allow ourselves any sharpness and direct confrontations, but at the same time we have such a division in the Council,” says Leonova NT. - We were originally put on the far edge of the table, so the four of us are sitting there. That is, from the first meeting it was emphasized that we are all at some distance. ”
The municipal deputy has a fairly limited list of powers, which, in fact, have nothing to do with real local self -government, complains Leonov: “They cannot influence global municipalities.” The budget of the Zamoskvoretsky municipal district in 2017 amounted to about 51.2 million rubles, however, it does not affect the amounts (“colossal”, according to her), which are actually spent on the district, the Mund deputies do not affect.
Now the representatives of Yabloko are trying to show united Russians by their example how the municipal deputies should work, tells Leonov: “We have no task to be aggressive, but we ask a lot of questions, thereby forcing the chairman and other deputies to fulfill our duties, to think.”
So, the fundamental question that the “Yablons” raise at every meeting is the openness of the information and publicity of the activities of the municipality.
“At the next meeting, we make the question of the time of these meetings. Because now in the regulations it is stated that they are taking place at three in the afternoon, when most people work and cannot visit them, ”says Leonova. - Very few people come, usually the same. But this also infringes on the rights of residents to receive information. ”
“We asked (the chairman of the municipal council from United Russia):“ What are your achievements as the chairman? ” He said that he did not consider it right to talk about this, and advised him to read the district newspaper "
Now one of the few things that the Yablons can affect the framework of the Council is the election of its new chairman. In this matter, they “have a blocking minority - 4 out of 10: two -thirds of the vote are needed to choose a new leader (decisions on other issues are made by a simple majority). Because of this, the new head of the municipal council of Zamoskvorechye is still not chosen.
“We proposed our candidacy, Viktor Barantsev. Naturally, she was not supported, and at the next meeting we will again have this entertainment with the choice of the chairman, ”Leonova complains.

According to another Zamoskvoretsky deputy, Yablichnik, Yegor Tsius, the 31-year-old Barantsev is a self-employed individual entrepreneur, then three of his other colleagues of one-party workers work to hire: “Accordingly, he can spend time chairmanship.”
Deputies from United Russia offered the chairman of the Council of 63-year-old Nikolai Matveev, who held this post in the Council of the last convocation. "We asked him:" What are your achievements as the chairman? " He said that he did not think about this and advised to read the district newspaper, ”Leonova said.
The editor -in -chief of the district newspaper Vestnik Zamoskvorechya Andrei Vostrikov is also part of the Council of Municipal Deputies of Zamoskvorechye. In his opinion, the situation with the choice of the chairman will be resolved by itself. Now Matveev continues to temporarily fulfill the duties of the chairman - according to the law, the head of the Council of the old convocation cannot leave his post until a new one is elected.
“Matveev is a person who knows every street, every house who received first place (according to the election) without any problems. Young, energetic. While we can use his experience, strength, knowledge for the good of the region, why change it? ”Said Vostrikov NT.
Vostrikov also responds to his new colleagues from Yabloko. “I personally treat the guys from Yabloko very well. These are very good, worthy people who have received the confidence of voters. And I hope that they will vote for Matveev, ”he concludes.
As a result of the elections, the Council of Municipal Deputies of the Tver district took 10 mandates candidates from Yabloko, and a self -nominated candidate received another place in the Council of United Russia. Having become deputies, the Yablokniki, in addition to their main activities in the council, also decided to do human rights, told NT the municipal deputy from Yabloko Ketevan Haraidze.

“We have a special area where various mass shares most often occur and, accordingly, the rights of citizens are violated. And this is also the life of our area, ”she says.
The first event that took place after the new deputies took office was an unauthorized action of the supporters of the opposition Alexei Navalny on Pushkinskaya Square. “We decided that as municipal deputies we will attend the shares and, if necessary, protect the rights of citizens,” says Haraidze.
The agreement was oral: the issue of protecting by deputies of citizens' rights at mass events was not discussed at meetings of the Council - it is not included in the list of powers of deputies. Nevertheless, the shares were attended by four Munds of the Tver district from Yabloko, two of them, including Kharaidze, were on Pushkinskaya Square itself, two more were on duty at the Tverskaya police department in case the detainees were delivered there.
“They made sure that the rights of the detainees were observed, so that they were not kept in the ATS longer than three hours laid according to the law. They called lawyers to the detainees, ”says the interlocutor NT.
“We can organize those holidays that are ideologically different from the previously held. We have many holidays, besides Victory Day: the Constitution Day, the fall of the GKChP "
According to Ilya Yashin, municipal deputies are authorized to organize district holidays, and now, having received mandates, the opposition will show the initiative here. “Usually the district holidays look sad. We will try to change the approach to this, ”says Yashin. And although all initiatives should still be coordinated with executive authorities, deposition mundigs, Yashin notes, can organize holidays that are ideologically different from the previously held: “We have many holidays, besides Victory Day: the Constitution Day, the fall of the GKChP,” he says.
True, Yashin did not specify whether the new Council of Deputies of the Krasnoselsky district plans to organize something on the Constitution Day in December this year: “This year all the holidays before the end of the year and the budget was approved by deputies of the last convocation. But the holidays for the next year we will say already. ”
It’s too early to talk about the budget for the district holidays in 2018 - the budget commission has not yet approved it, Yashin explained. And he added that tentatively everything will cost 3-4 million rubles.
