It was also indicated that the materials should be obtained from donors that do not have HIV infection, hepatitis, syphilis and injuries of the musculoskeletal system.

In a commentary on the report, a certain Igor Nikulin, presented as a “military expert and a former member of the UN Biological Weapon Commission,” clearly stated that the US military intends to develop biological weapons against Russians.
